The Challenges Fac<strong>in</strong>g Automobile Manufacturers<br />

Recycl<strong>in</strong>g End-of-Life Vehicles<br />

Meet<strong>in</strong>g our responsibilities, while creat<strong>in</strong>g cars people want to drive<br />

In response to the Automobile Recycl<strong>in</strong>g Act that was enacted on January 1, 2005, <strong>Mazda</strong> established a mechanism<br />

for the smooth recycl<strong>in</strong>g of CFCs, airbags and ASRs.<br />

Post-Iaw enactment recycl<strong>in</strong>g results (from Jan-Mar 2005) are reported below.<br />

Automobile recycl<strong>in</strong>g Act Recycl<strong>in</strong>g achievements dur<strong>in</strong>g FY 2004<br />

The Automobile Recycl<strong>in</strong>g Act requires compliance <strong>in</strong> the areas of CFCs, which are<br />

coolants used <strong>in</strong> air condition<strong>in</strong>g units that damage the ozone layer when released<br />

<strong>in</strong>to the environment, and contribute to global warm<strong>in</strong>g, airbags, which are<br />

considered difficult to process because of their explosive properties, and automobile<br />

shredder residue (ASR), which is left after metals have been collected from end-of-life<br />

vehicles (ELVs).<br />

Accord<strong>in</strong>g to the Act, automobile manufacturers are required to recover these three<br />

items and take <strong>full</strong> responsibility for their appropriate disposal. <strong>Mazda</strong> is work<strong>in</strong>g to<br />

ensure that its <strong>in</strong>tegrated recycl<strong>in</strong>g system is constantly runn<strong>in</strong>g smoothly, and works<br />

closely <strong>in</strong> partnership with the <strong>in</strong>dustry and related agencies. Our preparations for<br />

compliance with the act were <strong>in</strong> place by January 1, 2005, when the Act took effect.<br />

Collection and disposal of CFCs, airbag recycl<strong>in</strong>g<br />

The Japanese automobile manufacturers<br />

along with other related organization,<br />

cooperatively formed the Automobile<br />

Recycl<strong>in</strong>g Cooperative Organization to<br />

handle process<strong>in</strong>g and recycl<strong>in</strong>g. S<strong>in</strong>ce<br />

1999, <strong>Mazda</strong> has promoted the use of its<br />

all-<strong>in</strong>-one operat<strong>in</strong>g and process<strong>in</strong>g<br />

connector for airbags <strong>in</strong> all new model cars.<br />

The connector allows the airbag to be operated and then disposed of<br />

without remov<strong>in</strong>g it from the car, and therefore allows airbags to be<br />

dealt with simply while still on board the ELV. We also published and<br />

distributed a manual of appropriate disposal methods for airbags, <strong>in</strong><br />

order to ma<strong>in</strong>ta<strong>in</strong> the safety of people <strong>in</strong>volved <strong>in</strong> dismantl<strong>in</strong>g work.<br />

ASR recycl<strong>in</strong>g<br />

<strong>Mazda</strong> has teamed up with Nissan and eight other manufacturers to<br />

establish ART, which is work<strong>in</strong>g on the collection and recycl<strong>in</strong>g of<br />

shredder residue. The required recyclability ratio of ASR is be<strong>in</strong>g raised<br />

<strong>in</strong> law by stages (30% <strong>in</strong> 2005, 50% <strong>in</strong> 2010, 75% <strong>in</strong> 2015), and we<br />

are committed to adherence to the regulations as well as early<br />

atta<strong>in</strong>ment of future targets.<br />

Other activities<br />

<strong>Mazda</strong> is collect<strong>in</strong>g <strong>in</strong><strong>format</strong>ion regard<strong>in</strong>g the recyclability and<br />

servic<strong>in</strong>g of each of the roughly 4.7 million cars it has sold <strong>in</strong> Japan,<br />

and ma<strong>in</strong>ta<strong>in</strong>s a vehicle database and <strong>in</strong>-house IT system to monitor<br />

such <strong>in</strong><strong>format</strong>ion. We have also been <strong>in</strong>volved <strong>in</strong> various activities as<br />

part of the Ford Group, ensur<strong>in</strong>g that all Ford Group companies are <strong>in</strong><br />

l<strong>in</strong>e with the regulations of the Automobile Recycl<strong>in</strong>g Act. Our <strong>in</strong>-house<br />

IT system is be<strong>in</strong>g further developed so as to be able to handle<br />

<strong>in</strong><strong>format</strong>ion relat<strong>in</strong>g to imported cars from other companies <strong>in</strong> the<br />

Group.<br />

<strong>Mazda</strong> published its results <strong>in</strong> relation to recycl<strong>in</strong>g and compliance with<br />

the three aspects of the Automobile Recycl<strong>in</strong>g Act (ASR, airbags and<br />

CFCs) for the relevant period dur<strong>in</strong>g FY 2004 (January 1 – March 31,<br />

2005) on June 22, 2005. Our results for ASR and airbags exceeded<br />

regulated targets by a significant amount, and CFCs were dealt with<br />

appropriately. <strong>Mazda</strong> is work<strong>in</strong>g to ensure even better results <strong>in</strong> the<br />

future.<br />

Reuse and recycl<strong>in</strong>g of parts<br />

S<strong>in</strong>ce 1996, <strong>Mazda</strong> has been collect<strong>in</strong>g eng<strong>in</strong>es and automatic<br />

transmissions from cars that have been repaired, and sell<strong>in</strong>g them as<br />

rebuilt components. This reuse program is expand<strong>in</strong>g, and our<br />

component parts sales companies have been <strong>in</strong>creas<strong>in</strong>gly form<strong>in</strong>g<br />

partnerships with related companies for the sale of second hand<br />
