New challenges for safety and health <strong>in</strong> the workplace<br />
<strong>Mazda</strong> has developed a three-year plan for Health and Safety<br />
Activities, <strong>in</strong> comb<strong>in</strong>ation with its group companies, and is press<strong>in</strong>g<br />
ahead with implementation. FY 2005 saw the start of the third phase<br />
of these plans.<br />
Mov<strong>in</strong>g from prevention of re-occurrence to outright<br />
prevention through health and safety measures.<br />
At the start of FY 2005, <strong>Mazda</strong> began the implementation of the new<br />
'All-<strong>Mazda</strong> Zero Accident 3-Year Plan', and is cont<strong>in</strong>u<strong>in</strong>g to work<br />
towards a safe, healthy, and comfortable work<strong>in</strong>g environment that is<br />
also friendly to people.<br />
The new three-year plan <strong>in</strong>volves the <strong>in</strong>troduction of the '<strong>Mazda</strong><br />
Safety and Health Management System', which aims to change health<br />
and safety operations from a viewpo<strong>in</strong>t of prevent<strong>in</strong>g re-occurrence of<br />
accidents to a truly 'Zero Accident Zero Danger' operation <strong>in</strong> which<br />
<strong>in</strong>cidences of all types are prevented before they happen.<br />

The objectives of <strong>Mazda</strong>'s Safety and Health Management System<br />
At <strong>Mazda</strong>, we are <strong>in</strong>troduc<strong>in</strong>g a management system that allows cont<strong>in</strong>uous, susta<strong>in</strong>able safety and health management to be<br />
implemented on a voluntary basis, through specify<strong>in</strong>g a <strong>full</strong> range of PDCA processes. This system allows us to both reduce<br />
the latent dangers <strong>in</strong> the workplace, and at the same time further raise the standards of health and safety we impose.<br />

PDCA cycles and <strong>in</strong>ternal audits<br />
Ensure that workplace health and safety activities are self-governed and self-conta<strong>in</strong>ed<br />
Ensure that weaknesses <strong>in</strong> health and safety activities are identified and management levels improved<br />
Reform activities that concentrate on results <strong>in</strong>to activities that focus on process<br />

Risk assessment activities<br />
Raise awareness of danger, and share risk <strong>in</strong><strong>format</strong>ion<br />
Clarify residual risks, and ensure tra<strong>in</strong><strong>in</strong>g can focus efficiently on these risks<br />
Clarify priorities for countermeasures, and ensure that budgets and other aspects are<br />
<strong>in</strong> place for these to be implemented smoothly<br />
Change over from activities that prevent re-occurrence to activities that prevent occurrence <strong>in</strong> the first place<br />

Promot<strong>in</strong>g documentation<br />
Clarify what needs to be done, and how it is to be done<br />
Ensure that the same level of activities are ma<strong>in</strong>ta<strong>in</strong>ed even if staff changes<br />
Improve levels of health and safety through stor<strong>in</strong>g up knowledge<br />

P.D.C.A.<br />
The Plan-Do-Check-Act management cycle was<br />
proposed by Dr. W. Edward Demm<strong>in</strong>g, recognized<br />
as the father of quality control, <strong>in</strong> the 1950s. By<br />
connect<strong>in</strong>g the last improvement to a new plan,<br />
this management method provides a<br />
cont<strong>in</strong>u<strong>in</strong>g program for quality<br />
ma<strong>in</strong>tenance and improvement, and the<br />
enhancement of work procedures.<br />
