INTRODUCTION/DIRECTION
PROGRAM QUALITY INDICATORS (PQI)
The Children Services Section of the City of Greater Sudbury and the Early Learning & Child Care
Supervisor’s Network have had an ongoing partnership for many years to ensure that the families
within our community have access to quality programs. As well, the ongoing working partnership
between The City of Greater Sudbury (the delivery agent for child care) and the Ministry of
Children & Youth Services (MC&YS) (the licensing agent for day nursery programs) ensures PQI
and DNA requirements are met in the delivery of quality early learning and child care programs
within the City of Greater Sudbury.
This partnership is reflected in The City of Greater Sudbury’s mission statement, “The Mission
and Values of the City of Greater Sudbury are as follows: We provide excellent access to quality
municipal services and leadership in the social, environmental and economic development of the
City of Greater Sudbury. We are committed to:
Providing high quality service with a citizen focus

The City and the members of The Network have now met to revise the initial quality assurance
tool originally developed in 2000. This revised PQI will be used to continue to monitor the delivery
of quality in early learning and child care programs in this community. The PQI process will
continue to form part of the terms and conditions of the annual service plan/legal agreement
exercise.
The City recognizes the uniqueness of each centre and will provide opportunities for each service
provider to develop a plan that best meets the individual needs of their program. The PQI will be
utilized as a tool to support, enhance, and challenge existing quality early learning and child care
programs. The Network believes that this process promotes the development of
recommendations for changes by each early learning and child care provider as well as the
responsibility for implementing changes towards maintaining “Quality Early Learning and Child
Care Programs”.
QUALITY CHILD CARE STATEMENT
The common goal of the City of Greater Sudbury and The Network is to maintain and build
upon the six dimensions of quality early learning and child care which are: facilities,
philosophy & program, staff, parents / guardians, funding and community. Quality is
ensured by building partnerships by maintaining and adopting principles which reflect the
diversity of our community. Quality early learning and child care programs are provided by
trained staff who support the ever changing needs of children and families.
