Four villages affected by Human Elephant C<strong>on</strong>flict (HEC)<br />

Background - Problems Addressed <strong>and</strong> Policy Resp<strong>on</strong>ses<br />

Habitat degradati<strong>on</strong> <strong>and</strong> losses, civil war <strong>and</strong> illegal poaching<br />

have led to a significant reducti<strong>on</strong> of wild Asian elephants<br />

in Cambodia. Forest c<strong>on</strong>servati<strong>on</strong> <strong>and</strong> sustainable resource<br />

management are crucial for the protecti<strong>on</strong> of elephant habitats.<br />

Thus, effective management of l<strong>and</strong> use <strong>and</strong> improvements<br />

in farming practices am<strong>on</strong>g the rural <strong>and</strong> indigenous<br />

communities will help stabilise the elephant populati<strong>on</strong>.<br />

Project Outline - Objectives <strong>and</strong> <strong>Activities</strong><br />

The project will secure, protect <strong>and</strong> c<strong>on</strong>serve the Asian elephant <strong>and</strong> its habitat in the Cardamom<br />

Mountains of southwest Cambodia through community-based capacity building. The project will assist<br />

selected poor rural communities affected by human-elephant c<strong>on</strong>flict to coexist with wild elephants by<br />

improving farming practices to increase productivity <strong>and</strong> income <strong>and</strong> awareness raising <strong>on</strong> elephant<br />

c<strong>on</strong>servati<strong>on</strong>. The project has four comp<strong>on</strong>ents; 1) Human-elephant c<strong>on</strong>flict reducti<strong>on</strong>, 2) Communitybased<br />

l<strong>and</strong> use planning, 3) Livelihood improvement, <strong>and</strong> 4) Primary level educati<strong>on</strong>.<br />

Impacts <strong>and</strong> Achievements<br />

The Cambodian Elephant C<strong>on</strong>servati<strong>on</strong> Group has been working since <strong>2005</strong> to stabilise the nati<strong>on</strong>al wild<br />

Asian elephant populati<strong>on</strong>. In cooperati<strong>on</strong> with Fauna & Flora Internati<strong>on</strong>al, the Ministry of Envir<strong>on</strong>ment<br />

<strong>and</strong> the Forestry Administrati<strong>on</strong>, it has helped 30,000 people in farming communities to coexist with wild<br />

elephants by improving their farming practices, by providing elephant deterrent methods <strong>and</strong> educati<strong>on</strong> to<br />

raise awareness of elephant c<strong>on</strong>servati<strong>on</strong>.<br />

Future Challenges<br />

Populati<strong>on</strong> growth <strong>and</strong> development is a future challenge that is likely to c<strong>on</strong>tribute to increasing use of<br />

natural resources. Encroachment into forests will lead to habitat fragmentati<strong>on</strong> <strong>and</strong> reduce the elephant<br />

populati<strong>on</strong>. Populati<strong>on</strong> increases may also lead to intensive farming. Communities may not follow<br />

sustainable methods of resource utilisati<strong>on</strong> <strong>and</strong> farming practices may required further improvements.<br />
