Selected communities are in remote areas with poor access<br />

to educati<strong>on</strong>, health care, transport, markets <strong>and</strong> electricity,<br />

low levels of industrialisati<strong>on</strong>, <strong>and</strong> little investment <strong>and</strong><br />

support from the local <strong>and</strong> nati<strong>on</strong>al government. The<br />

communities produce brown sugar <strong>and</strong> syrup for satisfying<br />

household needs, so little cash income is created. However,<br />

there is a high potential for wind power generati<strong>on</strong>.<br />

Project Outline - Objectives <strong>and</strong> <strong>Activities</strong><br />

The project aims to dem<strong>on</strong>strate the suitability of small-scale wind power generators installed in an offgrid<br />

village in Northern Luz<strong>on</strong>, Philippines. This technology is a tool for sustainable development within<br />

the framework of SIBAT’s community-based renewable energy system (CBRES), <strong>and</strong> for developing local<br />

livelihood opportunities <strong>and</strong> sustainable social practices.<br />

Impacts <strong>and</strong> Achievements<br />

Various dem<strong>and</strong>s <strong>and</strong> c<strong>on</strong>cerns were discussed by the residents during the c<strong>on</strong>sultati<strong>on</strong> <strong>and</strong><br />

implementati<strong>on</strong> period, which was proceeded smooth executi<strong>on</strong> of the project activities. Technical training<br />

<strong>on</strong> tower c<strong>on</strong>structi<strong>on</strong> <strong>and</strong> turbine assembly was given to the members, <strong>and</strong> installati<strong>on</strong> of a wind turbine (1<br />

kWh) was completed. Further, solar panels (75 kWh×4), a power house <strong>and</strong> electric sugarcane press have<br />

been installed as of November, 2010.<br />

Future Challenges<br />

Problems such as the lack of pans for cooking sugarcane juice, assigning staff <strong>and</strong> distributi<strong>on</strong> of profits<br />

may arise. There are now two large <strong>and</strong> <strong>on</strong>e small pan (153 L, 102 L), for making 30 kg <strong>and</strong> 15 kg of<br />

sugar, with another <strong>on</strong>e possibly needed depending <strong>on</strong> the amount of juice obtained in the future. The<br />

community as well as SIBAT need to determine appropriate time schedules for use of the motorized press,<br />

penalties, profit distributi<strong>on</strong>, <strong>and</strong> other factors.<br />
