Background - Problems Addressed <strong>and</strong> Policy Resp<strong>on</strong>ses<br />

A forest area in Minglanilla was declared a protected area in<br />

2004 to promote natural resource c<strong>on</strong>servati<strong>on</strong>. However,<br />

squatters occupy dwellings in the protected area <strong>and</strong><br />

entrenched poverty increases the risk of illegal logging <strong>and</strong><br />

natural resource destructi<strong>on</strong>. Therefore, poverty eradicati<strong>on</strong><br />

<strong>and</strong> creating income generati<strong>on</strong> opportunities are deemed<br />

prerequisites to promoting sustainable natural resource<br />

management in the area.<br />

Project Outline - Objectives <strong>and</strong> <strong>Activities</strong><br />

The Regi<strong>on</strong>al Centre of Expertise <strong>on</strong> Educati<strong>on</strong> for Sustainable Development established at the University<br />

of the Philippines, Visaya College, Cebu (RCE-CEBU) initiated collaborati<strong>on</strong> with stakeholders in (i)<br />

assessing local natural resource endowment <strong>and</strong> poverty, (ii) raising awareness of natural resource<br />

c<strong>on</strong>servati<strong>on</strong> <strong>and</strong> sustainable development, (iii) providing training <strong>on</strong> income generati<strong>on</strong> through<br />

sustainable use of n<strong>on</strong>-timber forest products, (iv) pursuing opti<strong>on</strong>s for improving the envir<strong>on</strong>ment <strong>and</strong><br />

livelihoods, <strong>and</strong> (v) exploring multi-stakeholder partnerships.<br />

Impacts <strong>and</strong> Achievements<br />

A map inventory <strong>on</strong> natural resources, biodiversity <strong>and</strong> poverty was prepared <strong>and</strong> a livelihood survey was<br />

c<strong>on</strong>ducted; Income generating activities have been promoted to develop skills of squatters <strong>and</strong> villagers<br />

to produce h<strong>on</strong>ey, broom, furniture, herbs <strong>and</strong> medicinal plants, seedlings, cut flowers, <strong>and</strong> organic<br />

fertiliser; A sustainability informati<strong>on</strong> centre was created at a local school; Stakeholder networks centred<br />

around RCE-CEBU were strengthened; Public awareness <strong>and</strong> collaborati<strong>on</strong> were promoted; Stakeholder<br />

c<strong>on</strong>sultati<strong>on</strong>s were held <strong>on</strong> opti<strong>on</strong>s for sustainable livelihoods, such as installati<strong>on</strong> of sewage treatment<br />

facilities <strong>and</strong> water purifiers <strong>and</strong> promoti<strong>on</strong> of ecotourism.<br />

Future Challenges<br />

Knowledge <strong>on</strong> sustainability needs to be transformed into c<strong>on</strong>crete acti<strong>on</strong> <strong>and</strong> behavioural changes, such<br />

as in the installati<strong>on</strong> of sewage treatment <strong>and</strong> water purificati<strong>on</strong> facilities; Productivity of n<strong>on</strong>-timber forest<br />

products needs to be stabilised. Bee swarms need to be restored <strong>and</strong> c<strong>on</strong>served; Ecotourism must be<br />

promoted in a sustainable manner; Partnership is expected between squatters of Camp 7 <strong>and</strong> residents in<br />

urban areas who depend <strong>on</strong> water supply <strong>and</strong> flood c<strong>on</strong>trol measures in the camp <strong>and</strong> neighbouring forests.<br />
