Background - Problems Addressed <strong>and</strong> Policy Resp<strong>on</strong>ses<br />

The Puzhehei Lake is an agglomerati<strong>on</strong> of small lakes providing<br />

drinking water to the local populati<strong>on</strong>. M<strong>on</strong>itoring data shows that the<br />

water quality of the lake has deteriorated over the past ten years. The<br />

adopti<strong>on</strong> of a household-centered approach has improved the water<br />

quality by the disseminati<strong>on</strong> of nutrient recycling knowledge <strong>and</strong> the<br />

introducti<strong>on</strong> of feasible <strong>and</strong> adaptive eco-sanitati<strong>on</strong> technologies.<br />

Project Outline - Objectives <strong>and</strong> <strong>Activities</strong><br />

The overall objective of the project is to alleviate water polluti<strong>on</strong> of the<br />

Puzhehei watershed by the diffusi<strong>on</strong> of eco-sanitati<strong>on</strong> practices. The<br />

main activities include: establishment of 78 household urine-diverting<br />

dry toilets in two villages; establishment of <strong>on</strong>e semi-public dry toilet in<br />

200m 3 integrated biogas plant<br />

for animal waste treatment in<br />

Badaoshao<br />

a primary school; c<strong>on</strong>structi<strong>on</strong> of a pilot biogas generati<strong>on</strong> facility with a fermentati<strong>on</strong> volume of 200m 3<br />

for animal waste disposal; <strong>and</strong> various educati<strong>on</strong> <strong>and</strong> capacity-building activities for local communities<br />

<strong>and</strong> schools.<br />

Impacts <strong>and</strong> Achievements<br />

The established dry toilets <strong>and</strong> animal waste treatment facility are all put to good use. The lifestyle of the<br />

villages has been changed, <strong>and</strong> sanitati<strong>on</strong> habits are gradually forming. Slurry from the biogas system<br />

is utilised by farmers as organic fertilizer. An enlarged biogas generati<strong>on</strong> facility is under c<strong>on</strong>structi<strong>on</strong><br />

for disposing of more animal waste from surrounding livestock breeding households. Examples of the<br />

several additi<strong>on</strong>al outcomes are the start of a new course focusing <strong>on</strong> envir<strong>on</strong>mental protecti<strong>on</strong> at three<br />

primary schools <strong>and</strong> a junior middle school <strong>and</strong> the producti<strong>on</strong> of a 30-minute video for disseminating<br />

the project experiences.<br />

Future Challenges<br />

A large gap exists between the limited impact of this project <strong>and</strong> the actual needs for further<br />

improvement of water quality of the lake. A master plan to tackle the problems of polluti<strong>on</strong> of the entire<br />

watershed is needed, which should involve the combined efforts of local governments at different<br />

levels in its preparati<strong>on</strong> <strong>and</strong> implementati<strong>on</strong>, building <strong>on</strong> <strong>and</strong> exp<strong>and</strong>ing the participatory model <strong>and</strong><br />

experience achieved through this project.<br />
