Background - Problems Addressed <strong>and</strong> Policy Resp<strong>on</strong>ses<br />

Turkmenistan, which joined the UNCCD In 1996, is an agrarian<br />

country undergoing desertificati<strong>on</strong> <strong>and</strong> droughts which has<br />

resulted in widespread poverty. Therefore, measures are<br />

needed to restore <strong>and</strong> improve the agricultural system based<br />

<strong>on</strong> sustainable use of rangel<strong>and</strong>s <strong>and</strong> oasis agriculture.<br />

Project Outline - Objectives <strong>and</strong> <strong>Activities</strong><br />

The aim of this project was to enable development of small sustainable settlements in Turkmenistan<br />

in the remote Karakum desert, 120km north of Ashgabat. The main activites are drop irrigati<strong>on</strong> for<br />

school gardens, space heating of schools via alternative energy, awareness surveys, dune stabilisati<strong>on</strong>,<br />

improvement of pasture l<strong>and</strong>, use of solar energy for pumping water <strong>and</strong> lighting of shepherd cabins,<br />

establishment of small gardens for vegetables <strong>and</strong> medical plants <strong>and</strong> holding workshops.<br />

Impacts <strong>and</strong> Achievements<br />

This project represents a prime example of combating desertificati<strong>on</strong> in Turkmenistan <strong>and</strong> the Aral Sea<br />

basin. In carrying out this project local authorities so<strong>on</strong> realised the potential for sustainable development,<br />

which involved a new combined-activity approach towards sustainable management of desert-based<br />

settlements.<br />

Future Challenges<br />

Future challenges for sustainable development of settlements in the Karakum desert are to create policy<br />

<strong>and</strong> administrative structures for more decentralised decisi<strong>on</strong>-making processes, create mechanisms for<br />

l<strong>and</strong>-user c<strong>on</strong>sultati<strong>on</strong>s, exp<strong>and</strong> local-level acti<strong>on</strong> <strong>and</strong> to develop local management plans.<br />
