Ganyugou Village, Tangshan City, Hebei Province<br />

Background - Problems Addressed <strong>and</strong> Policy Resp<strong>on</strong>ses<br />

Ganyugou is a small village of 240 inhabitants in 92 households,<br />

with 500 mu* of arable l<strong>and</strong> supporting perennial agricultural<br />

crops. However, life was decimated up<strong>on</strong> exposure to flooding<br />

of c<strong>on</strong>taminated water <strong>and</strong> coal dust polluti<strong>on</strong> discharged by the<br />

neighbouring Douhe Electric Power Plant. The educati<strong>on</strong> <strong>and</strong><br />

envir<strong>on</strong>ment protecti<strong>on</strong> ministries pledged to investigate <strong>and</strong><br />

Project Outline - Objectives <strong>and</strong> <strong>Activities</strong><br />

The main objective of this project is, via a round-table dialogue*, to solve the l<strong>on</strong>g-lasting c<strong>on</strong>flicts<br />

between the power plant <strong>and</strong> the villagers <strong>on</strong> the issue of envir<strong>on</strong>mental polluti<strong>on</strong>. It is designed to help<br />

the two sides reach a comm<strong>on</strong> underst<strong>and</strong>ing through the building of a public alliance <strong>on</strong> envir<strong>on</strong>mental<br />

rights protecti<strong>on</strong>, <strong>and</strong> provides training for alliance members in Beijing <strong>and</strong> Chengdu based <strong>on</strong> the theme<br />

of public participati<strong>on</strong> in envir<strong>on</strong>mental protecti<strong>on</strong>.<br />

Impacts <strong>and</strong> Achievements<br />

Douhe Electric Power Plant offers reas<strong>on</strong>able compensati<strong>on</strong> for the problems it creates, <strong>and</strong> has pledged<br />

to pursue clean producti<strong>on</strong> methods via improvements to producti<strong>on</strong> facility infrastructure. Successful<br />

implementati<strong>on</strong> of the project has provided an innovative dispute-solving mechanism to local government<br />

<strong>and</strong> the rest of China by advocating public participati<strong>on</strong> <strong>and</strong> communicati<strong>on</strong>, <strong>and</strong> as such has the potential<br />

for resolving other envir<strong>on</strong>mental polluti<strong>on</strong>-related cases. It is a clear example of improvement in the living<br />

envir<strong>on</strong>ment via an innovative envir<strong>on</strong>mental dispute-solving mechanism.<br />

Future Challenges<br />

Since the resoluti<strong>on</strong> of the power plant dilemma involved many setbacks al<strong>on</strong>g the way, the provisi<strong>on</strong><br />

of expert support in the formulati<strong>on</strong> of envir<strong>on</strong>mental policies, laws <strong>and</strong> regulati<strong>on</strong>s <strong>and</strong> gathering of<br />

evidence would be highly valued. Further, m<strong>on</strong>itoring via news organisati<strong>on</strong>s <strong>and</strong> the media, as well as<br />

envir<strong>on</strong>mental supervisi<strong>on</strong> <strong>and</strong> m<strong>on</strong>itoring should also be utilised, as appropriate.<br />
