The illegal trade in wildlife in Vietnam is an emerging issue<br />

due to growing dem<strong>and</strong> for wildlife products, such as<br />

traditi<strong>on</strong>al medicines <strong>and</strong> food soaked in alcohol <strong>and</strong> pets,<br />

itself caused by a trend in society’s associati<strong>on</strong> of wildlife<br />

products as status symbols.<br />

Project Outline - Objectives <strong>and</strong> <strong>Activities</strong><br />

The Wildlife Crime Hotline enables the public to be actively<br />

engaged in the protecti<strong>on</strong> of wildlife <strong>and</strong> is used to report <strong>on</strong> suspected crimes involving wildlife via a free<br />

hotline. Those reporting are kept up-to-date with cases. Educati<strong>on</strong> for Nature-Vietnam (ENV) has made<br />

efforts in educating the public <strong>on</strong> wildlife protecti<strong>on</strong>, <strong>and</strong> in establishing the Wildlife Protecti<strong>on</strong> Volunteer<br />

Network <strong>and</strong> Mobile Wildlife Crimes Unit for investigating wildlife crimes.<br />

Impacts <strong>and</strong> Achievements<br />

The number of wildlife crimes has decreased since <strong>2005</strong>. The number of reports received by the Hotline<br />

rose by 42% in its sec<strong>on</strong>d year, <strong>and</strong> from <strong>2005</strong> to 2006, 383 crimes had been logged, 314 of which were<br />

resolved. Punishments start with a warning issued by ENV staff or the authorities, then, for example,<br />

c<strong>on</strong>fiscati<strong>on</strong> of animals <strong>and</strong> loss of the business license. The impacts can be measured by the number of<br />

successful cases <strong>and</strong> use of the Hotline. Public awareness campaigns <strong>and</strong> university events have attracted<br />

youth, some of whom are involved in the Wildlife Protecti<strong>on</strong> Volunteer Network.<br />

Future Challenges<br />

Challenges are; 1) creati<strong>on</strong> of a guideline that can effectively implement the law <strong>and</strong> elucidate the<br />

interpretati<strong>on</strong> of the articles of the Biodiversity Law; 2) government involvement through law enforcement<br />

that includes the c<strong>on</strong>fiscati<strong>on</strong> of wildlife from illegal owners <strong>and</strong> the prosecuti<strong>on</strong> of owners involved in the<br />

wildlife black market; <strong>and</strong> 3) capacity development of volunteers <strong>and</strong> inspectors for identifying legal <strong>and</strong><br />

illegal species <strong>and</strong> for c<strong>on</strong>veying the potential criminal implicati<strong>on</strong>s to the related parties.<br />
