Ind<strong>on</strong>esia is undergoing a rapid increase in energy dem<strong>and</strong>,<br />

projected to grow by 20% from 2010-2015. At the same time,<br />

President Yudhoy<strong>on</strong>o has announced intenti<strong>on</strong>s to reduce the<br />

country’s greenhouse gas emissi<strong>on</strong>s by 41% with internati<strong>on</strong>al<br />

assistance by 2020, with renewable energy being <strong>on</strong>e of the<br />

key policy measures to achieve this target. Ind<strong>on</strong>esia has vast<br />

potential for micro-hydro power generati<strong>on</strong>.<br />

Micro-hydro power generati<strong>on</strong> in Bogor<br />

Project Outline - Objectives <strong>and</strong> <strong>Activities</strong><br />

Under this project, it was proposed to (i) review policy measures <strong>and</strong> projects that address mycro-hydro<br />

power generati<strong>on</strong>, (ii) assess the potential of micro-hydro power generati<strong>on</strong> in Bogor <strong>and</strong> Lombok,<br />

undertake stakeholder discussi<strong>on</strong>s <strong>on</strong> the pilot project plan of micro-hydro power generati<strong>on</strong>, (iii) create<br />

mechanisms for benefit-sharing of micro-hydro power generati<strong>on</strong>, (iv) document achievements <strong>and</strong><br />

challenges to share informati<strong>on</strong>, <strong>and</strong> (v) promote awareness-raising <strong>and</strong> educati<strong>on</strong> <strong>on</strong> sustainability <strong>and</strong><br />

micro-hydro power generati<strong>on</strong> activities for project replicati<strong>on</strong>.<br />

Impacts <strong>and</strong> Achievements<br />

A policy review <strong>and</strong> case studies <strong>on</strong> micro-hydro power generati<strong>on</strong> were c<strong>on</strong>ducted, <strong>and</strong> in 2009 a microhydro<br />

power generati<strong>on</strong> stati<strong>on</strong> was set up in Sukaharja village in Bogor, rated at 5,500 W, with power<br />

distributi<strong>on</strong> grids installed in 2010; Three beneficiary groups were set up, c<strong>on</strong>sisting of 18 households<br />

<strong>and</strong> a set of three public lighting locati<strong>on</strong>s; Agreements were made for payment of 35,000 IRP/m<strong>on</strong>th by<br />

each household, 27% less than the nati<strong>on</strong>al power utility company, PLN; Public awareness <strong>and</strong> outreach<br />

activities were undertaken to inform the public; A preliminary feasibility study was c<strong>on</strong>ducted in Lombok<br />

to review local c<strong>on</strong>diti<strong>on</strong>s.<br />

Future Challenges<br />

To reduce dependancy <strong>on</strong> fossil fuel, power generati<strong>on</strong> needs to be switched from PLN to micro-hydro<br />

in both <strong>on</strong>- <strong>and</strong> off-grid communities, but installati<strong>on</strong> costs <strong>and</strong> subsidies makes it difficult to attract<br />

investment, as power prices would need to be raised above those set by PLN. Further, other renewable<br />

energy sources need to be utilised to complement micro-hydro, in accordance with precipitati<strong>on</strong>, sunlight<br />

<strong>and</strong> topographical c<strong>on</strong>diti<strong>on</strong>s in the various areas. Plans addressing such would also need to integrate<br />

income generati<strong>on</strong>.<br />
