Background - Problems Addressed <strong>and</strong> Policy Resp<strong>on</strong>ses<br />

The project site is valued for its rich marine resources.<br />

However, there are enormous envir<strong>on</strong>mental <strong>and</strong> social<br />

problems within the coastal communities. Poverty, religious<br />

c<strong>on</strong>flicts between Muslims <strong>and</strong> Christians <strong>and</strong> lack of<br />

community involvement in planning <strong>and</strong> enforcing coastal<br />

resource management laws are causing illegal fishing,<br />

overexploitati<strong>on</strong> of mangrove forests, <strong>and</strong> improper disposal<br />

of waste products.<br />

Project Outline - Objectives <strong>and</strong> <strong>Activities</strong><br />

The project seeks to enhance the Marine Protected Area (MPA) through mangrove reforestati<strong>on</strong> projects in<br />

collaborati<strong>on</strong> with stakeholders such as government officials, the Department of Agriculture in Sultan Naga<br />

Dimaporo, Barangay captains, <strong>and</strong> coastal communities. The following outcomes are anticipated: 1) a<br />

sustainable fish catch as a source of livelihood; 2) reduced competiti<strong>on</strong> for marine-based natural resources<br />

in the area; <strong>and</strong> 3) a raise in incomes of those in peoples’ organisati<strong>on</strong>s <strong>and</strong> the coastal communities.<br />

Impacts <strong>and</strong> Achievements<br />

Although the outcomes of this two-year project are still under observati<strong>on</strong> until the end of February 2012,<br />

the project seeks to achieve following:<br />

-Establish instituti<strong>on</strong>s for resource management of the MPA through involving both Muslims <strong>and</strong> Christians<br />

-Reforest mangrove areas totalling 10 hectares<br />

-Capacitate10 peoples’ organisati<strong>on</strong>s in managing livelihood projects<br />

-Identify <strong>and</strong> develop socio-ec<strong>on</strong>omic enterprise projects<br />

-Establish partnerships <strong>and</strong> coordinati<strong>on</strong> with local government units <strong>and</strong> other instituti<strong>on</strong>s in managing the MPA<br />

-Reduce cases of illegal fishing<br />

-Ensure sustainable food sources <strong>and</strong> additi<strong>on</strong>al incomes for the local communities<br />

Future Challenges<br />

The project aims to c<strong>on</strong>serve the envir<strong>on</strong>ment, enhance livelihoods, build capability <strong>and</strong> advocate<br />

governance. It seeks to strengthen the relati<strong>on</strong>ship <strong>and</strong> lessen the c<strong>on</strong>flicts between Muslim <strong>and</strong><br />

Christian communities via active participati<strong>on</strong> in managing the MPA <strong>and</strong> restoring the mangroves. Ethnic<br />

<strong>and</strong> cultural differences may impinge up<strong>on</strong> project goals but this could be mitigated by increased crosscultural<br />

<strong>and</strong> cross-gender dialogue, leading to increased mutual underst<strong>and</strong>ing <strong>and</strong> less alienati<strong>on</strong> <strong>and</strong><br />

misunderst<strong>and</strong>ing.<br />
