Background - Problems Addressed <strong>and</strong> Policy Resp<strong>on</strong>ses<br />

In Nepal, dem<strong>and</strong> for electricity is increasing at a faster<br />

rate than supply, resulting in a power deficit. To manage<br />

dem<strong>and</strong> in the country, load shedding is carried out. The<br />

effect of an energy shortage has impacted <strong>on</strong> all sectors<br />

of society, thus efficient usage assumes paramount<br />

importance. One answer is to replace inc<strong>and</strong>escent lamps<br />

with compact fluorescent lamps (CFLs).<br />

Project Outline - Objectives <strong>and</strong> <strong>Activities</strong><br />

The objective was to advocate, raise awareness <strong>and</strong> create a favorable envir<strong>on</strong>ment regarding efficient<br />

usage of energy by replacing inc<strong>and</strong>escent bulbs with energy-efficient CFLs. The activities included<br />

tagging of model CFL households; selecti<strong>on</strong> <strong>and</strong> training of an “EnviroCorps” to increase awareness<br />

across society; establishment of a CFL Revolving Fund for those unable to afford CFLs; organizing a CFL<br />

C<strong>on</strong>cert to promote the usage of CFLs <strong>and</strong> designing awareness-raising materials for distributi<strong>on</strong> during<br />

various promoti<strong>on</strong>al events.<br />

Impacts <strong>and</strong> Achievements<br />

Twenty-five hundred CFL Model Houses were tagged, in which 1,500 inc<strong>and</strong>escent bulbs were exchanged<br />

for CFLs. A number of other households also replaced inc<strong>and</strong>escent bulbs as a result of a mass<br />

awareness campaign <strong>and</strong> distributi<strong>on</strong> of promoti<strong>on</strong>al materials. More than 30 envir<strong>on</strong>ment volunteers<br />

(including 10 from EnviroCorps) were trained for the programme. A revolving fund of 1,500 USD was also<br />

created to support those households <strong>and</strong> instituti<strong>on</strong>s unable to purchase CFLs. The ceaseless efforts of<br />

the project team <strong>and</strong> other supporting agents resulted in a reducti<strong>on</strong> of tax <strong>on</strong> CFLs to 1% in FY-10.<br />

Future Challenges<br />

Project objectives were met in general, though reducing energy c<strong>on</strong>sumpti<strong>on</strong> at the household level<br />

remains a challenge. The high initial cost of CFLs remains a hurdle for households, <strong>and</strong> limits their<br />

widespread uptake. Although budgetary <strong>and</strong> other resource c<strong>on</strong>straints limited the impact of the project<br />

to those in the selected cities, the positive outcome of the project indicates that replicati<strong>on</strong> of project<br />

activities <strong>on</strong> a larger scale would be beneficial.<br />
