Background - Problems Addressed <strong>and</strong> Policy Resp<strong>on</strong>ses<br />

Bali, Ind<strong>on</strong>esia’s primary travel destinati<strong>on</strong>, faces an escalating<br />

waste problem that already affects its tourist sector. In the<br />

formerly pristine envir<strong>on</strong>ment, waste is now burned roadside<br />

or disposed indiscriminately in rivers <strong>and</strong> canals, thus<br />

polluting also beaches <strong>and</strong> coral reefs. The waste problem in<br />

Bali, like elsewhere in Ind<strong>on</strong>esia, needs urgent attenti<strong>on</strong>.<br />

Project Outline - Objectives <strong>and</strong> <strong>Activities</strong><br />

The goal of this pi<strong>on</strong>eering waste-recovery project is to c<strong>on</strong>tribute to a cleaner envir<strong>on</strong>ment with a<br />

viable model for solid waste management that can be replicated in most of Ind<strong>on</strong>esia’s 457 Regencies<br />

<strong>and</strong> smaller cities. By composting organic waste, about 250,000 t<strong>on</strong>s CO 2 equivalent of the greenhouse<br />

gas methane will be avoided. An important complementary comp<strong>on</strong>ent of the project is an educati<strong>on</strong>al<br />

envir<strong>on</strong>ment theme park - the first of its kind in Ind<strong>on</strong>esia - next to the Waste Recovery Facility.<br />

Impacts <strong>and</strong> Achievements<br />

The planned <strong>and</strong> expected outcome is a low-cost <strong>and</strong> low-tech decentralised model for envir<strong>on</strong>mentally<br />

friendly solid-waste processing that is sustainable <strong>and</strong> can be replicated elsewhere. The achievements<br />

were: Centralisati<strong>on</strong> of “Waste-to-Energy” facilities as a low-risk waste recovery model; reducti<strong>on</strong> in<br />

climate change, waste volume, <strong>and</strong> emissi<strong>on</strong> amount of hazardous substances; recovery of n<strong>on</strong>-renewable<br />

resources; awareness-raising of a model large scale waste recovery facility; <strong>and</strong> establishment of a theme<br />

park focused <strong>on</strong> climate change, solid <strong>and</strong> liquid waste management, renewable resources, alternative<br />

energy <strong>and</strong> the like.<br />

Future Challenges<br />

The challenges are: dealing with the delay between paying for external CER verificati<strong>on</strong> (20,000-40,000<br />

USD) <strong>and</strong> the payback, which takes 3-5 years; reducing the percentage of garden waste (90%; mainly<br />

Chanan flower offerings <strong>on</strong> square palm leafs, which slows down the compost process), <strong>and</strong> kitchen waste<br />

(10%); <strong>and</strong> tackling the problem of overflow from the facility that needs to be l<strong>and</strong>filled when the 60 t<strong>on</strong><br />

capacity of the facility - the largest <strong>and</strong> first of its kind in Ind<strong>on</strong>esia - is insufficient.<br />
