Green procurement is viewed as an alternative means<br />

towards attaining sustainable c<strong>on</strong>sumpti<strong>on</strong>. As the largest<br />

purchaser in the country, the Thai government declared<br />

adopti<strong>on</strong> of green procurement by launching a pilot project<br />

in the Polluti<strong>on</strong> C<strong>on</strong>trol Department (PCD). However, green<br />

procurement is not widely adopted yet, especially for small<br />

private organisati<strong>on</strong>s.<br />

Project Outline - Objectives <strong>and</strong> <strong>Activities</strong><br />

The Memor<strong>and</strong>um of Underst<strong>and</strong>ing<br />

signing cerem<strong>on</strong>y for “The green<br />

purchasing <strong>and</strong> green procurement<br />

initiative” project <strong>on</strong> 27 February 2008<br />

This project aims at strengthening the implementati<strong>on</strong> of green procurement in both public <strong>and</strong> private<br />

sectors by enhancing capacity, indicating key factors for pursuing green procurement, streamlining<br />

the green procurement network <strong>and</strong> knowledge sharing between organisati<strong>on</strong>s. Key activities include<br />

arranging workshops <strong>on</strong> green procurement, launching green procurement pilot projects in many<br />

organisati<strong>on</strong>s, developing <strong>and</strong> disseminating green procurement h<strong>and</strong>books <strong>and</strong> c<strong>on</strong>ducting surveys<br />

<strong>and</strong> interviews <strong>on</strong> green procurement in public <strong>and</strong> private organisati<strong>on</strong>s.<br />

Impacts <strong>and</strong> Achievements<br />

The project has resulted in clarificati<strong>on</strong> of the factors governing green procurement in Thail<strong>and</strong>, <strong>and</strong> the<br />

publishing of a green procurement h<strong>and</strong>book for public <strong>and</strong> private organisati<strong>on</strong>s. Pilot projects in both<br />

public <strong>and</strong> private organisati<strong>on</strong>s dem<strong>on</strong>strated that green procurement can be implemented in small<br />

<strong>and</strong> medium-sized organisati<strong>on</strong>s. The activities of this project have also increased cooperati<strong>on</strong> between<br />

members of the green procurement network in Thail<strong>and</strong>.<br />

Future Challenges<br />

Even though this project has succeeded in its objectives in strengthening the implementati<strong>on</strong> of green<br />

procurement through activities <strong>and</strong> pilot projects, green procurement in Thail<strong>and</strong> still needs further<br />

development <strong>and</strong> disseminati<strong>on</strong> to wider audiences in both public <strong>and</strong> private sectors. Another key<br />

challenge is to stimulate green dem<strong>and</strong> by addressing green c<strong>on</strong>sumpti<strong>on</strong> at the level of individual<br />

citizens, which is needed in order to achieve sustainable c<strong>on</strong>sumpti<strong>on</strong> throughout Thai society.<br />
