Background - Problems Addressed <strong>and</strong> Policy Resp<strong>on</strong>ses<br />

China has been experiencing rigorous challenges regarding<br />

waste electr<strong>on</strong>ics <strong>and</strong> electric equipment (WEEE) since the<br />

drastic increase in e-waste from 2003. The government has<br />

focused <strong>on</strong> e-waste management, <strong>and</strong> in recent years has<br />

approved a series of regulati<strong>on</strong>s. However, there are many<br />

socio-envir<strong>on</strong>mental problems related to e-waste; e.g., in<br />

Suzhou, most e-waste is collected by individual merchants.<br />

Project Outline - Objectives <strong>and</strong> <strong>Activities</strong><br />

In order to create a systematic e-waste recycling <strong>and</strong> disposal system at the city level, a series of<br />

activities has been c<strong>on</strong>ducted, including: establishing e-waste collecting dem<strong>on</strong>strati<strong>on</strong> sites in two<br />

communities; carrying out e-waste collecti<strong>on</strong> <strong>and</strong> publicity activities in the dem<strong>on</strong>strati<strong>on</strong> city; carrying<br />

out laboratory research <strong>and</strong> facilitating to set up a used/old computer dismantling <strong>and</strong> recycling<br />

pilot project; <strong>and</strong> establishing an informati<strong>on</strong> system platform in BCRC China to support the e-waste<br />

collecti<strong>on</strong> system in the dem<strong>on</strong>strati<strong>on</strong> city.<br />

Impacts <strong>and</strong> Achievements<br />

This project has proposed two schemes; <strong>on</strong>e for collecting e-waste from different organisati<strong>on</strong>s in the<br />

dem<strong>on</strong>strati<strong>on</strong> city <strong>and</strong> <strong>on</strong>e <strong>on</strong> best-available technology <strong>on</strong> e-waste recycling for developing countries.<br />

Informati<strong>on</strong>al seminars covering experiences related to the managerial <strong>and</strong> technological aspects of<br />

recycling e-waste have been delivered to other cities at the city level. During the seminars, schemes for<br />

e-waste collecti<strong>on</strong> <strong>and</strong> <strong>on</strong> the best-available technology for e-waste recycling in developing countries<br />

were disseminated between the different cities <strong>and</strong> specialists.<br />

Future Challenges<br />

Pressures resulting from a profit-driven market involving unregulated e-waste recycling was <strong>on</strong>e of the<br />

key challenges for effective operati<strong>on</strong> of the e-waste collecting sites, for which two countermeasures<br />

were adopted. The lack of related policies <strong>and</strong> regulati<strong>on</strong>s <strong>on</strong> e-waste collecti<strong>on</strong> presents another<br />

challenge, <strong>on</strong>e key resp<strong>on</strong>se to which is to enhance the management of <strong>and</strong> focus <strong>on</strong> e-waste collecti<strong>on</strong><br />

within local governments so as to promote establishment of the policies.<br />
