Community Park Facility Needs<br />
<strong>Lakeville</strong>’s park classification <strong>and</strong> policies establish the following service parameters for<br />
community parks.<br />
Service Area: Community-wide<br />
Per Capita St<strong>and</strong>ard: Five to eight acres per 1,000 population.<br />
Desirable Size in Acres: Minimum size 25 acres with 50 to 100+ acres desirable.<br />
<strong>Lakeville</strong> has been successful in establishing significant community parks taking<br />
advantage <strong>of</strong> unique natural settings within the community. Map 12 illustrates the<br />
location <strong>of</strong> each community park. Table 20 indicates the need for exp<strong>and</strong>ed community<br />
park active areas for the current 2005 population <strong>and</strong> increasing with future growth to<br />
2030. To address current <strong>and</strong> future community park needs, the following<br />
recommendations are <strong>of</strong>fered:<br />
1. To balance the <strong>City</strong>-wide distribution <strong>of</strong> community park facilities, the <strong>City</strong> has<br />
acquired l<strong>and</strong> for development <strong>of</strong> East Lake Community Park in northeastern<br />
<strong>Lakeville</strong>. A 40 acre parcel has been acquired along Pilot Knob Road <strong>and</strong><br />
adjacent to the Spirit <strong>of</strong> Br<strong>and</strong>tjen Farm development. Additional l<strong>and</strong> for this<br />
park is being acquired through park dedication from the Spirit <strong>of</strong> Br<strong>and</strong>tjen Farm<br />
subdivision <strong>and</strong> through outright purchase using Dakota County grant monies<br />
with a matching <strong>City</strong> contribution. The l<strong>and</strong> dedicated from the Spirit <strong>of</strong> Br<strong>and</strong>tjen<br />
Farm development will encompass the eastern shoreline <strong>of</strong> East Lake as well as<br />
a future greenway corridor extending northeast from the park area to connect<br />
with Apple Valley via an existing box culvert under CSAH 46.<br />
2. As the opportunity presents itself, it is a high priority to exp<strong>and</strong> Antlers Park to<br />
the east through park l<strong>and</strong> dedication, acquisition, or future park dedication<br />
credits associated with the development <strong>of</strong> adjoining l<strong>and</strong> to the east.<br />
3. Improvements within Casperson Park are to be considered in accordance with its<br />
master plan <strong>and</strong> will be pursued to exp<strong>and</strong> the active play areas within the<br />
community park.<br />
4. Pursue the acquisition <strong>of</strong> the l<strong>and</strong> between Casperson Park <strong>and</strong> West Lake<br />
Marion Park, as well as the l<strong>and</strong> located along Lake Marion north <strong>of</strong> Casperson<br />
Park, to establish a contiguous community park along the entire western<br />
shoreline <strong>of</strong> Lake Marion <strong>and</strong> create a master plan for West Lake Marion<br />
Community Park.<br />
5. Pursue expansion <strong>of</strong> Ritter Farm Park to the south through park dedication or<br />
acquisition <strong>and</strong> exp<strong>and</strong> community recreation at Ritter Farm Park opportunities<br />
through nature programs <strong>and</strong> themed special events.<br />
