3. Whenever appropriate, user fees will be charged for participation in certain<br />

recreational programs as a means <strong>of</strong> defraying costs.<br />

4. A comprehensive year round recreation program designed to meet the leisure<br />

time needs <strong>and</strong> interests <strong>of</strong> the citizenry will be provided <strong>and</strong> encouraged.<br />

5. Gifts <strong>and</strong> donations for recreation programs <strong>and</strong> supplies will be accepted if they<br />

are free <strong>of</strong> obligations or impacts which limit later use (by a condition <strong>of</strong> the gift),<br />

do not <strong>of</strong>fend other segments <strong>of</strong> the community, or which do not come with a<br />

hidden or delayed price tag which can’t be justified as being in the <strong>City</strong>’s best<br />

interest.<br />

6. <strong>Lakeville</strong> will provide the highest quality supervision <strong>and</strong> leadership available<br />

within budget guidelines.<br />

7. Volunteer resources available within the community will be utilized.<br />

8. All programs will be constantly reviewed <strong>and</strong> evaluated to keep abreast <strong>of</strong><br />

changing times <strong>and</strong> new ideas.<br />

9. Private recreational facilities that <strong>of</strong>fer opportunities to <strong>Lakeville</strong> citizens will be<br />

encouraged <strong>and</strong> supported.<br />

10. Unless undertaken to assure equal opportunity <strong>and</strong> access, the <strong>City</strong>’s<br />

recreational program shall avoid duplication <strong>of</strong> the programs or activities which<br />

are provided by the private sector or other public agencies.<br />

11. Policies shall be formulated governing all programs which are <strong>of</strong>fered by the <strong>City</strong><br />

<strong>and</strong> such policies shall be uniformly <strong>and</strong> equitably enforced.<br />

<strong>Parks</strong><br />

St<strong>and</strong>ards - Park Acquisition:<br />

1. Every reasonable effort shall be made to acquire sufficient l<strong>and</strong> to meet the longrange<br />

needs <strong>of</strong> the people <strong>of</strong> <strong>Lakeville</strong>. Careful consideration shall be given to<br />

the location, type <strong>and</strong> extent <strong>of</strong> park l<strong>and</strong>s <strong>and</strong> conservancy open space areas<br />

acquired by the <strong>City</strong> to assure a parks <strong>and</strong> open space system that will satisfy<br />

the needs <strong>of</strong> present <strong>and</strong> future residents <strong>of</strong> the <strong>City</strong>.<br />

2. Park l<strong>and</strong> <strong>and</strong> greenway/conservancy open space shall be acquired through park<br />

dedication, purchase, eminent domain, or donation. The acquisition <strong>of</strong> less than<br />

fee simple interests, such as permanent conservancy easements or leases, shall<br />

be undertaken whenever appropriate.<br />
