<strong>and</strong> equestrian trails that encourage integration <strong>of</strong> a variety <strong>of</strong> compatible, nonmotorized<br />
uses for recreation, pedestrian access <strong>and</strong> alternatives to automobile<br />
transit.<br />
2. The <strong>City</strong>-wide trail system will be designed to minimize potential conflicts<br />
between trail users <strong>and</strong> motor vehicles in order to ensure the safety <strong>of</strong> the trail<br />
users <strong>and</strong> motorists alike.<br />
3. In an effort to minimize construction costs, trails, where designated, are to be<br />
constructed in conjunction with state, county <strong>and</strong> city street improvements.<br />
Policies - Trail Development:<br />
1. Priority for trail development by public or private action will be given to the<br />
following areas:<br />
a. <strong>Trails</strong> along major streets that have the most direct access to trail<br />
designations (major streets include major collectors <strong>and</strong> arterials).<br />
b. <strong>Trails</strong> that will serve the most intensely used commuter destinations.<br />
c. Trail construction within existing major parks <strong>and</strong> playfields.<br />
d. <strong>Plan</strong> for trail inclusion in appropriate new park development.<br />
e. <strong>Trails</strong> that will link together portions <strong>of</strong> <strong>Lakeville</strong>’s trail system <strong>and</strong><br />
<strong>Lakeville</strong>’s trail system to other communities.<br />
f. Trail construction within greenways.<br />
g. Trail construction in conjunction with State, County <strong>and</strong> <strong>City</strong> road<br />
improvements <strong>and</strong> upgrades.<br />
2. Work with the appropriate authorities to utilize available railroad <strong>and</strong> utility rights<strong>of</strong>-way<br />
for trails when available <strong>and</strong> appropriate.<br />
3. Finance the development <strong>of</strong> <strong>Lakeville</strong> trails system through private development,<br />
capital improvement programs, bond referendum funds <strong>and</strong> park dedication<br />
funds augmented by donations <strong>and</strong> grant programs whenever possible.<br />
4. Developers or l<strong>and</strong>owners adjacent <strong>and</strong> along street projects, major collector or<br />
arterial streets <strong>and</strong> greenway corridors identified as MPTWs in the system plan<br />
shall be responsible for construction <strong>of</strong> the trail. The <strong>City</strong> <strong>of</strong> <strong>Lakeville</strong> may at its<br />
discretion give credits towards existing or future park dedication requirements<br />
associated with platting <strong>of</strong> the property.<br />
