<strong>City</strong> st<strong>and</strong>ards suggests between 2.5 to 3.5 acres <strong>of</strong> active neighborhood parks per<br />
1,000 people. Over the next 15 years, District 6 will continue to experience significant<br />
changes in l<strong>and</strong> use <strong>and</strong> population. Through future l<strong>and</strong> use development, the 2020<br />
population will increase to approximately 6,246. Based on <strong>City</strong> park st<strong>and</strong>ards, the<br />
2020 population will create a dem<strong>and</strong> for between 15.6 <strong>and</strong> 21.8 acres <strong>of</strong> active<br />
neighborhood parks. While the district has significant recreational l<strong>and</strong> use facilities,<br />
they are not designed as neighborhood recreation facilities. Lake Marion Elementary<br />
provides the only playground equipment within District 6.<br />
In response to the District 6 neighborhood park needs, two mini parks/greenway linear<br />
search areas have been identified. These search areas are intended to identify<br />
locations <strong>of</strong> active recreation areas that will be integrated with the greenway corridor<br />
proposed throughout the district. A future neighborhood park south <strong>of</strong> 185 th Street <strong>and</strong><br />
east <strong>of</strong> Dodd Boulevard is also planned as part <strong>of</strong> this system for areas that will not<br />
develop until after 2010. The combination <strong>of</strong> the neighborhood parks, mini parks,<br />
greenway linear parks, school district facilities <strong>and</strong> greenway conservancy areas will<br />
establish a unique park system in District 6 blending both passive <strong>and</strong> active park<br />
opportunities with greenway trail corridors.<br />
Recommendations<br />
The following recommendations are <strong>of</strong>fered to address the park needs in District 6:<br />
1. The creation <strong>of</strong> greenways through District 6 shall include both environmentally<br />
sensitive features as well as upl<strong>and</strong> areas that will provide for trail construction<br />
<strong>and</strong> active linear or mini parks. Two mini-park <strong>and</strong> one neighborhood park<br />
search areas are recommended to provide a balanced distribution <strong>of</strong> active park<br />
facilities throughout District 6. The greenways <strong>and</strong> linear parks are intended to<br />
be a major l<strong>and</strong> use design component <strong>of</strong> the Heritage Commons area. The<br />
greenway corridor will provide protection to environmental resources, <strong>and</strong> an<br />
attractive trailway that will connect Heritage Commons with nearby residential<br />
neighborhoods.<br />
2. Within District 6, the following trail improvements will be considered:<br />
a. Highview Avenue <strong>and</strong> Holyoke Avenue are planned as parkway streets by<br />
the Transportation <strong>Plan</strong>. Significant MPTWs are to be provided along both<br />
sides <strong>of</strong> parkway streets.<br />
b. <strong>Plan</strong> for MPTWs on both sides <strong>of</strong> Dodd Boulevard in conjunction with any<br />
Dakota County improvements <strong>of</strong> the roadway.<br />
