1998 Growth Management Strategies<br />

In 1998, the <strong>City</strong> <strong>of</strong> <strong>Lakeville</strong> undertook an update <strong>of</strong> its 1992 Growth Management<br />

Strategies as a means <strong>of</strong> defining a vision for <strong>Lakeville</strong> through the year 2020. Through<br />

the process <strong>of</strong> strategic planning, the <strong>City</strong> outlined criteria <strong>and</strong> recommendations for<br />

guiding decisions in the following areas:<br />

• Economic Development<br />

• L<strong>and</strong> Use <strong>Plan</strong>ning <strong>and</strong> Development<br />

• Guidelines for the Development <strong>of</strong> <strong>Lakeville</strong>’s Central District<br />

• Protecting Natural Resources While Accommodating Growth<br />

• Facilitating Intergovernmental Collaboration Maintaining the <strong>City</strong> Management<br />

Capacity to Deliver Service, Develop a Balanced Community, <strong>and</strong> Maintain a<br />

Competitive Tax Base<br />

The 1998 Growth Management Strategies were integral to the formulation <strong>of</strong> the <strong>City</strong>’s<br />

1998 Comprehensive <strong>Plan</strong> <strong>and</strong> will be reviewed <strong>and</strong> reaffirmed as part <strong>of</strong> the m<strong>and</strong>ated<br />

2008 update <strong>of</strong> the Comprehensive <strong>Plan</strong>. The Growth Management Strategies also<br />

provides the following specific recommendations that will influence the <strong>City</strong>’s <strong>Parks</strong>,<br />

<strong>Trails</strong> <strong>and</strong> <strong>Open</strong> <strong>Space</strong> <strong>Plan</strong>, which have been revised as part <strong>of</strong> this current update:<br />

• Update <strong>and</strong> maintain a natural resource inventory <strong>and</strong> management plan.<br />

• Develop <strong>and</strong> replace any future loss <strong>of</strong> park l<strong>and</strong> <strong>and</strong> whenever possible,<br />

increase park space by allocating funds towards future l<strong>and</strong> acquisition.<br />

• Actively protect <strong>Lakeville</strong>’s waterways.<br />

• Pursue shared facilities <strong>and</strong> sites between the <strong>City</strong>, School District <strong>and</strong> nongovernmental<br />

organizations.<br />

• Consider community center needs.<br />

• Implement the Central Business District/Heritage Commons Development <strong>Plan</strong><br />

emphasizing greenway corridor open space protection, park <strong>and</strong> trail facilities,<br />

<strong>and</strong> tree preservation.<br />

As established in 1998, all <strong>of</strong> these efforts are on-going concerns that continue as part<br />

<strong>of</strong> this update <strong>of</strong> the <strong>Parks</strong>, <strong>Trails</strong> <strong>and</strong> <strong>Open</strong> <strong>Space</strong> <strong>Plan</strong>.<br />
