Park <strong>Plan</strong>ning District 7<br />
District 7 is located in the east central portion <strong>of</strong> <strong>Lakeville</strong>. The District 7 boundaries<br />
include Highview <strong>and</strong> Holyoke Avenues on the west, Dodd Boulevard on the north,<br />
Cedar Avenue <strong>and</strong> the <strong>City</strong>’s eastern boundary on the east, <strong>and</strong> 200 th <strong>and</strong> 202 nd Streets<br />
on the south.<br />
2020 L<strong>and</strong> Use <strong>Plan</strong><br />
Most <strong>of</strong> District 7 lies outside the <strong>City</strong>’s current MUSA <strong>and</strong> MUSA Expansion Area<br />
boundaries <strong>and</strong> is undeveloped. MUSA will be extended across the northern portion <strong>of</strong><br />
District 7 in 2005 <strong>and</strong> a second MUSA expansion in both west <strong>and</strong> south areas <strong>of</strong> the<br />
district is anticipated in 2010. The balance <strong>of</strong> District 7 will remain within the urban<br />
reserve until some time after 2020, which will be considered as part <strong>of</strong> the <strong>City</strong>’s 2008<br />
Comprehensive <strong>Plan</strong> update.<br />
The 2020 L<strong>and</strong> Use <strong>Plan</strong> proposes a variety <strong>of</strong> residential l<strong>and</strong> use types <strong>and</strong> densities<br />
within the MUSA expansion areas. Rural l<strong>and</strong> use will remain predominant in the urban<br />
reserve areas. The introduction <strong>of</strong> urban development in District 7 will significantly<br />
increase the population to 6,420 by year 2020. The new l<strong>and</strong> use <strong>and</strong> population will<br />
result in the need for new neighborhood parks in District 7.<br />
Existing Park Facilities<br />
Currently District 7 does not contain any <strong>City</strong> parks. Cherryview, Aronson, <strong>and</strong> King<br />
<strong>Parks</strong> are located near the boundaries <strong>of</strong> District 7. These facilities are separated from<br />
District 7 by significant roadways that will limit access to these existing facilities.<br />
Comparison With <strong>City</strong> St<strong>and</strong>ards<br />
<strong>City</strong> st<strong>and</strong>ards suggest 2.5 to 3.5 acres <strong>of</strong> active neighborhood park l<strong>and</strong> per 1,000<br />
people. Based on anticipated population growth in District 7, between 16 <strong>and</strong> 25 acres<br />
<strong>of</strong> new active neighborhood parks should be established.<br />
Recommendations<br />
The following recommendations are <strong>of</strong>fered to address the park <strong>and</strong> trail needs in<br />
District 7:<br />
1. Neighborhood park search areas are proposed in both the north <strong>and</strong> south<br />
portions <strong>of</strong> District 7. The park locations should be centralized within the new<br />
development areas to maximize the service areas. The north search area should<br />
also be located adjacent to the planned greenway corridor that follows the creek<br />
from the <strong>City</strong>’s wetl<strong>and</strong> bank at Ipava Avenue <strong>and</strong> 185 th Street east to the <strong>City</strong>’s<br />
east boundary.<br />
2. A community playfield search area has been identified in the District 7 urban<br />
reserve area. As league play exp<strong>and</strong>s, the need for additional playfields will<br />
create the need for a new community playfield site. Acquisition <strong>of</strong> l<strong>and</strong> outside<br />
the MUSA should reduce the purchase costs <strong>and</strong> allow for facility development<br />
prior to urban growth in the area. Through this strategy, the community playfield<br />
<strong>City</strong> <strong>of</strong> <strong>Lakeville</strong>, Minnesota<br />
