• As illustrated in <strong>Lakeville</strong>’s Future L<strong>and</strong> Use <strong>Plan</strong>, housing patterns <strong>and</strong> densities in<br />

the community will include a range <strong>of</strong> urban uses, however, single family residences<br />

will remain predominant over multiple family or townhouse dwelling options.<br />

Neighborhood parks, greenways <strong>and</strong> multiple purpose trailways, therefore, will<br />

continue to be the fundamental building blocks <strong>of</strong> the park, trail <strong>and</strong> open space<br />

system.<br />

• Athletic associations continue to experience significant growth in their organized<br />

sport programs. This growth has resulted in exp<strong>and</strong>ed league play <strong>and</strong> extended<br />

seasons placing greater burden on <strong>City</strong> playfields. Furthermore, the <strong>City</strong>’s policy<br />

has been that dual use <strong>of</strong> playfields is not practical due to the varying needs <strong>of</strong> the<br />

different sports. Development <strong>of</strong> the athletic facilities at <strong>Lakeville</strong> South High School<br />

has met this immediate need. The projected growth trends for the <strong>City</strong>, as well as<br />

the individual sports leagues, indicate a growing need for more playfields with<br />

attention given to segregating the individual sports.<br />

• Maturing neighborhoods are out-growing the need for existing mini parks. The<br />

redevelopment <strong>of</strong> existing park facilities to address the changing needs <strong>of</strong> the<br />

community will be an ongoing challenge as will maintenance <strong>and</strong> rehabilitation <strong>of</strong><br />

existing neighborhood parks where such facilities will continue to be in dem<strong>and</strong> by<br />

surrounding neighborhoods.<br />

• The current <strong>and</strong> projected strong growth has provided park dedication revenues<br />

used for the financing <strong>of</strong> the <strong>City</strong>’s exp<strong>and</strong>ing parks <strong>and</strong> trails system. Concern over<br />

the future maintenance <strong>and</strong> rehabilitation costs associated with a newer exp<strong>and</strong>ing<br />

parks, trails <strong>and</strong> open space system once <strong>Lakeville</strong>’s growth begins to slow <strong>and</strong> the<br />

<strong>City</strong> becomes more reliant on property taxes to cover maintenance expenses.<br />

Current park planning should attempt to anticipate the financial implications<br />

associated with a slower rate <strong>of</strong> community growth.<br />

Park Needs <strong>and</strong> Opportunities<br />

Through the planning process for the <strong>Parks</strong>, <strong>Trails</strong> <strong>and</strong> <strong>Open</strong> <strong>Space</strong> <strong>Plan</strong>, the following<br />

park needs <strong>and</strong> opportunities have been identified:<br />

• Strong interest <strong>and</strong> support continues for the acquisition <strong>and</strong> development <strong>of</strong> East<br />

Lake Community Park to meet growing needs for a community park in this area <strong>of</strong><br />

the <strong>City</strong> with expansion <strong>of</strong> the MUSA <strong>and</strong> opening <strong>of</strong> the area to new development.<br />

• There is a need for more neighborhood park facilities west <strong>of</strong> I-35. With the<br />

exception <strong>of</strong> Ritter Farm Park, most <strong>of</strong> the <strong>City</strong>’s parks west <strong>of</strong> I-35 are comprised <strong>of</strong><br />

small sites <strong>of</strong>fering limited recreational opportunities. Development <strong>of</strong> a<br />

neighborhood park as part <strong>of</strong> the Prairie Lake development has met some <strong>of</strong> the<br />

dem<strong>and</strong> for this area. Opportunity exists to further exp<strong>and</strong> park facilities west <strong>of</strong> I-<br />

35 in cooperation with Three Rivers Park District for the eastern portion <strong>of</strong> Murphy-<br />

Hanrehan Park Reserve.<br />
