Comparison <strong>of</strong> Neighborhood Park Area vs. <strong>City</strong> St<strong>and</strong>ards<br />

<strong>City</strong> st<strong>and</strong>ards suggest between 2.5 to 3.5 acres <strong>of</strong> active neighborhood park acres per<br />

1,000 people being served. When full development <strong>of</strong> the District occurs around 2020,<br />

population <strong>of</strong> approximately 25,762 will require between 64.4 <strong>and</strong> 90.1 acres <strong>of</strong> active<br />

recreation l<strong>and</strong>. The neighborhood parks alone are at the low end <strong>of</strong> this forecast,<br />

however, the combination <strong>of</strong> all the <strong>City</strong> park l<strong>and</strong> <strong>and</strong> school facilities within District 2<br />

exceed the projected need. While the quantity <strong>of</strong> park <strong>and</strong> recreation facilities is very<br />

good in District 2, examination <strong>of</strong> the park service area st<strong>and</strong>ard reveals that several<br />

areas <strong>of</strong> District 2 are under served by existing facilities. This area <strong>of</strong> the <strong>City</strong> must be<br />

considered for future park search areas.<br />

Recommendations<br />

The following recommendations are <strong>of</strong>fered for future park <strong>and</strong> trail facilities in District 2:<br />

1. A neighborhood park search area is identified over the existing water tower site<br />

within the Dakota Heights neighborhood. The 9.8 acre site is underutilized in its<br />

current condition <strong>and</strong> presents an opportunity to develop needed recreational<br />

facilities for this neighborhood <strong>and</strong> making full use <strong>of</strong> the <strong>City</strong> owned property.<br />

The water tower is located in the north central portion <strong>of</strong> the site, making<br />

approximately five acres <strong>of</strong> the site available for park uses.<br />

2. The existing trail system provides fairly comprehensive coverage throughout<br />

District 2. New trail improvements should include:<br />

a. Complete the MPTWs along Ipava Avenue between 175 th Street <strong>and</strong> 185 th<br />

Street. This trail corridor will continue south with the future extension <strong>of</strong><br />

Ipava Avenue.<br />

b. <strong>Plan</strong> for MPTWs on both sides <strong>of</strong> Dodd Boulevard in conjunction with any<br />

future Dakota County improvements <strong>of</strong> the roadway.<br />

c. Provide for MPTWs along 185 th Street between CSAH 50 <strong>and</strong> Cedar<br />

Avenue to provide pedestrian <strong>and</strong> bicycle access to King Park.<br />

d. Provide for safe <strong>and</strong> user friendly street crossings at all major collector<br />

<strong>and</strong> arterial streets.<br />
