Comparison with <strong>City</strong> St<strong>and</strong>ards<br />
The <strong>City</strong> st<strong>and</strong>ards suggest 2.5 to 3.5 acres <strong>of</strong> active neighborhood parks per 1,000<br />
population. With a current population <strong>of</strong> approximately 3,161 persons, between 7.75<br />
<strong>and</strong> 10.85 active acres should be provided. The existing park <strong>and</strong> school facilities within<br />
District exceed the current active space needs. As the district continues to grow<br />
towards full development around 2020 population <strong>of</strong> 7,030, district neighborhood park<br />
needs are anticipated to exp<strong>and</strong> to between 17.6 <strong>and</strong> 24.6 active acres. Active<br />
recreational areas available at existing <strong>City</strong> <strong>and</strong> school facilities are within this range as<br />
well.<br />
Recommendations<br />
1. Physical barriers, development patterns, <strong>and</strong> environmental features in the<br />
northern half <strong>of</strong> District 1 limit park l<strong>and</strong> opportunities in this area <strong>of</strong> the <strong>City</strong>.<br />
There is a YMCA day camp at the southwest corner <strong>of</strong> the intersection <strong>of</strong><br />
Klamath Trail <strong>and</strong> County Road 5. If the site ever experiences a change <strong>of</strong> use<br />
or is redeveloped, consideration should be given to the establishment <strong>of</strong> a<br />
neighborhood park in this area to serve the surrounding residential<br />
neighborhoods.<br />
2. The development patterns in District 1 restrict the availability <strong>of</strong> additional new<br />
park sites. In this respect, trail system improvements within District 1 will<br />
improve access to available recreation facilities.<br />
a. Extension <strong>of</strong> trail or bike lanes around Orchard Lake.<br />
b. Completion <strong>of</strong> MPTW along Kenyon <strong>and</strong> Keokuk Avenues to provide for<br />
north-south trailways within the district.<br />
c. Provide trail access into Murphy Hanrehan Regional Park from the south.<br />
3. Murphy Hanrehan Regional Park extends into <strong>Lakeville</strong> along District 1’s western<br />
boundary providing additional regional recreational facilities. The <strong>City</strong> will work<br />
with Three Rivers Park District to encourage development <strong>of</strong> active recreational<br />
uses in the eastern portions <strong>of</strong> Murphy Hanrehan to increase recreational<br />
opportunities for <strong>Lakeville</strong> residents, particularly those closest to the regional<br />
park within District 1.<br />
3. A conservation search area is identified within District 1 adjacent to an existing<br />
wetl<strong>and</strong>, west <strong>of</strong> Orchard Lake Elementary. There is also opportunity for a park<br />
area west <strong>and</strong> south <strong>of</strong> the existing Queen Anne Manufactured Home<br />
community. Acquisition <strong>of</strong> these park areas <strong>and</strong> conservation areas should be<br />
accomplished through dedication as park l<strong>and</strong>, stormwater management areas or<br />
wetl<strong>and</strong> buffers or purchase.<br />
