g. Organized youth <strong>and</strong> adult sports <strong>and</strong> recreational activities.<br />
h. Areas devoted to free play or leisure enjoyment.<br />
i. Teen programs <strong>and</strong> facilities (e.g., Teen Corp).<br />

4. Usage <strong>of</strong> all public parks <strong>and</strong> recreational facilities will be carefully monitored to<br />
insure control <strong>and</strong> proper use so that all residents may enjoy them for leisure<br />
time activities.<br />
5. The talents <strong>and</strong> skills <strong>of</strong> volunteers, <strong>City</strong> staff <strong>and</strong> consultants, as needed, will be<br />
utilized for the delivery <strong>of</strong> parks <strong>and</strong> recreation services.<br />
Recreational Programming<br />
St<strong>and</strong>ards:<br />
1. Every reasonable effort shall be made to <strong>of</strong>fer the widest possible variety <strong>of</strong><br />
recreational programs to meet the needs <strong>of</strong> all residents <strong>and</strong> groups, including<br />
those with special physical <strong>and</strong> economic needs.<br />
2. Programs <strong>of</strong>fered shall be fully organized <strong>and</strong> outlined prior to initiation <strong>and</strong> once<br />
implemented, shall be monitored to insure proper functioning <strong>and</strong> operation.<br />
3. The <strong>City</strong>’s recreational program shall avoid duplication <strong>of</strong> efforts by other public<br />
or private service providers. Coordination with other public <strong>and</strong> private providers<br />
is encouraged.<br />
Policies:<br />
1. The <strong>City</strong> shall provide year round comprehensive parks <strong>and</strong> recreation programs<br />
for all persons, regardless <strong>of</strong> race, religion, color, national origin, age, sex or<br />
physical h<strong>and</strong>icap.<br />
2. Wherever practical, the <strong>City</strong> will coordinate its recreation programs <strong>and</strong> related<br />
facilities with other providers, both public <strong>and</strong> private, such as the School<br />
Districts, community education, civic organizations, health clubs, neighboring<br />
cities, athletic associations, cultural arts organizations, etc.<br />
