Comparison With <strong>City</strong> St<strong>and</strong>ards<br />
<strong>City</strong> st<strong>and</strong>ards suggest 2.5 to 3.5 acres <strong>of</strong> active neighborhood park l<strong>and</strong> per 1,000<br />
persons. With a projected 2020 population <strong>of</strong> 16,105, the existing park <strong>and</strong> recreation<br />
facilities in District 3 exceed the per capita st<strong>and</strong>ards. However, analysis <strong>of</strong> the park<br />
service areas <strong>and</strong> the physical barriers in District 3 indicate that the future growth areas<br />
are not completely served.<br />
Recommendations<br />
To address the park service needs in District 3, the following recommendations are<br />
<strong>of</strong>fered.<br />
1. The <strong>City</strong> has approved the 520 acre Spirit <strong>of</strong> Br<strong>and</strong>tjen Farms subdivision that<br />
includes significant areas for public parks, greenways <strong>and</strong> publicly accessible,<br />
privately maintained open space <strong>and</strong> facilities north <strong>of</strong> 170 th Street <strong>and</strong> east <strong>of</strong><br />
Pilot Knob Road. This project is anticipated to develop over a period from 2005<br />
to 2015. The Spirit <strong>of</strong> Br<strong>and</strong>tjen Farm PUD L<strong>and</strong> Use <strong>Plan</strong> anticipated<br />
development <strong>of</strong> 46.8 acres <strong>of</strong> public park l<strong>and</strong> <strong>and</strong> greenway corridors adjacent<br />
to East Community Park, East Lake <strong>and</strong> extending to County Road 46 with a trail<br />
connection to Apple Valley utilizing an existing box culvert under the roadway.<br />
2. The <strong>City</strong> will pursue the development <strong>of</strong> East Community Park in District 3. The<br />
<strong>City</strong> has acquired l<strong>and</strong> located at the northeast quadrant <strong>of</strong> Pilot Knob Road <strong>and</strong><br />
170 th Street. This area is characterized by attractive environmental amenities as<br />
well as sufficient l<strong>and</strong> area for both passive <strong>and</strong> active recreation facilities. The<br />
design <strong>of</strong> this community park is to encompass both active <strong>and</strong> passive<br />
recreation facilities that would make it attractive <strong>and</strong> convenient to future<br />
adjoining residential neighborhoods, while maintaining a community-wide<br />
attraction.<br />
Pilot Knob Road is identified as a high density minor arterial <strong>and</strong> 170 th Street is a<br />
major collector street in the <strong>City</strong>’s Comprehensive Transportation <strong>Plan</strong>. These<br />
roadways present physical barriers that may restrict the immediate service area<br />
<strong>of</strong> the community park by pedestrians, although most visits are by motor vehicle.<br />
To overcome these physical barriers, it is important to establish MPTWs along<br />
both sides <strong>of</strong> 170 th Street <strong>and</strong> emphasize pedestrian safety at the Pilot Knob<br />
Road/170 th Street intersection.<br />
