EMERGENCY RESPONSEGOAL EROBJECTIVES ER.1.aER.1.bER.1.cPOLICIES ER.2.aER.2.bER.2.cER.2.dER.2.eER.2.fER.2.gER.2.hER.2.iER.2.jER.2.kDevelop transportation and communication systems that serve <strong>Rhode</strong> <strong>Island</strong>ers and the region in the event <strong>of</strong> natural disasters,accidents, and acts <strong>of</strong> terrorism in a manner that minimizes injury, loss <strong>of</strong> life, and disruption to the economy; facilitates evacuation <strong>of</strong>people; and allows emergency response and recovery activities to occur.Provide a functional system <strong>of</strong> hurricane evacuation routes.Provide functional diversion routes for Interstates and other major highways.Provide uncongested routes to hospitals with emergency care facilities.Projects that serve a dual purpose (such as congestion relief and emergency response) should be given greater consideration thansingle purpose projects.Invest transportation resources in infrastructure such as communications facilities that benefit the transportation system.Continue to improve and enhance interstate communication and cooperation through the I-95 Corridor Coalition and direct contact withagencies in Massachusetts and Connecticut.Employ prevention and mitigation strategies in design <strong>of</strong> new projects.Coordinate with US Coast Guard and others in assessing safety risks <strong>of</strong> transporting potentially hazardous cargo on Narragansett Bayand throughout the state on other modes.Promote redundancy in key transportation infrastructure (including highway, transit, rail, airports, pipeline, ports, and shippingchannels) to ensure continued passenger and freight service in case one or more modes becomes unavailable for any reason.Emphasize training for state and local <strong>of</strong>ficials as a means to maintain highest state <strong>of</strong> readiness and preparedness.
