The selection criteriaincluded:1. Follow FHWA/AASHTO recommendations2. Allow assessment of TMC functions3. Help improve safety and traffic operations4. Demonstrate the benefits derived from ITS5. December 2012• Ability to compute periodicallyThe Congestion Management Task Force will apply these performance measures to expand the significance andutility of the Congestion Management Process. The performance measures will be used to examine alternativesand to connect the CMP to long-term planning goals. The performance measures will also assist in identifying,analyzing, and evaluating the causes of congestion.
