December 2012APPENDIX D – GLOSSARY, ACRONYMS, AND LINKSGLOSSARYAnnual Average Daily Traffic (AADT) – Actual or estimated typical daily traffic on a road segment for all days <strong>of</strong> the week, Sunday through Saturday, over theperiod <strong>of</strong> one year. Estimates may be derived from partial count data.Average Daily Traffic (ADT) – Actual or estimated typical daily traffic on a road segment for one day, usually either a weekday or a weekend day. Estimatesmay be derived from partial count data.Access – The facilities and services that make it possible to get to any destination, measured by the availability <strong>of</strong> physical connections (roads, sidewalks, etc.),travel options, ease <strong>of</strong> movement, and nearness <strong>of</strong> destinations.Clean Air Act and its Amendments (CAAA) - The federal law that requires urban areas not meeting air quality standards to modify transportation policies inorder to reduce emissions. This law makes air quality a primary concern in transportation decision-making.Congestion Mitigation and Air Quality (CMAQ) - A special provision <strong>of</strong> the Intermodal Surface <strong>Transportation</strong> Efficiency Act that directs funds towards projectsin Clean Air Act Non-Attainment areas for ozone and carbon monoxide.Congestion Management System (CMS) - A systematic process, which provides information on transportation system performance and alternative strategiesto alleviate congestion and enhance the mobility <strong>of</strong> persons and goods. A CMS includes methods to monitor and evaluate performance, identify alternativeactions, access and implement cost-effective actions, and evaluate the effectiveness <strong>of</strong> implemented actions.Conformity – An assessment <strong>of</strong> the compliance <strong>of</strong> any transportation plan, program, or project with air quality improvement plans. The Clean Air Act definesthe conformity process.East Coast Greenway – A proposed 3,000 mile traffic free path from Calais, Maine to Key West, Florida.Environmental Protection Agency (EPA) – The federal regulatory agency responsible for administrating and enforcing federal environmental laws including theClean Air Act.Federal Highway Administration (FHWA) – The agency <strong>of</strong> the U. S.
