December 2012Financial Plan - TEA 21 requires that Plan recommendations are actually affordable. There should be a reasonable certainty that funding sources will beadequate for implementation.Functional Classification – A hierarchical system <strong>of</strong> categorizing streets and roads on the basis <strong>of</strong> the way they are used, the volumes <strong>of</strong> traffic they carry, andthe way they function within the context <strong>of</strong> the overall transportation system.Federal Transit Administration (FTA) – An agency <strong>of</strong> the U.S. Department <strong>of</strong> <strong>Transportation</strong> that funds public transportation planning and programs.High Occupancy Vehicle (HOV) Lanes - Lanes on heavily congested roadways that are used exclusively by carpools, vanpools, buses or any vehicle thattransports multiple passengers.Intelligent <strong>Transportation</strong> Systems (ITS) - Technologies that improve the management and efficiency <strong>of</strong> our transportation system, such as electronic tollcollection, timed traffic signals, onboard navigation systems, traffic monitoring devices, and driver information systems.Intermodal – The term “mode” refers to and distinguishes the various forms <strong>of</strong> transportation, such as automobile, transit, ship, bicycling and walking.Intermodal refers specifically to the connections between modes.Intramodal - See ‘Intermodal’ (above) for definition <strong>of</strong> “mode”. Intermodal refers specifically to the connections within a single mode.Intermodal Surface <strong>Transportation</strong> Efficiency Act (ISTEA) – The federal transportation authorization bill <strong>of</strong> 1991, landmark legislation that restructuredprograms for all methods <strong>of</strong> transportation. (Reauthorized as TEA-21 in 1998.)Land Use – Activities conducted on the land, such as housing, shopping centers, farms, and <strong>of</strong>fice buildings.Level <strong>of</strong> Service (LOS) – A rating <strong>of</strong> the performance <strong>of</strong> a highway segment or intersection using the letters A (no delays) through F (failing).Metropolitan <strong>Planning</strong> Organization (MPO) – The organization required by the federal government, designated by states, and operated by local <strong>of</strong>ficials fordeveloping transportation programs in urban areas <strong>of</strong> 50,000 or more people. The MPO for our region is the <strong>State</strong> <strong>Planning</strong> Council.Mobility – The movement <strong>of</strong> people or goods throughout our communities and across the region.
