Preparation <strong>of</strong> an effective SOW requires both an understanding <strong>of</strong>the goods or services that are needed to satisfy the training requirement and an ability to definewhat is required in specific, per<strong>for</strong>mance based, quantitative terms. The <strong>of</strong>ferors understanding<strong>of</strong> both required goods/services, and work ef<strong>for</strong>t required to accomplish should be fullydemonstrated in the <strong>of</strong>fer’s proposed CWBS, SOW, and CDRL(s).The <strong>of</strong>feror shall use their proposed SOW as the basis in preparing a CDRL(s) that includesappropriately tailored DID references. The requirements listed below are known minimumGovernment data requirements. The <strong>of</strong>feror may include additional data requirements. All datarequirements shall be traceable to specific tasks defined in the SOW. Each training datarequirement shall be specified using the CDRL <strong>for</strong>m. The Government’s minimum datarequirements are as follows:(1) [Lesson Plan.](2) [Trainee Guide.](3) [Course Conduct In<strong>for</strong>mation Package.] “ (End <strong>of</strong> Section L example wording.)b. Section M <strong>of</strong> the RFP must include evaluation factors <strong>for</strong> award and should includesufficient criteria to:(1) Evaluate the <strong>of</strong>ferors ability to successfully achieve the SOO objectives.(2) Ensure a sound approach is proposed in the <strong>of</strong>ferors SOW.(3) Verify that all requirements can be met.(4) Place emphasis on the Government’s intention to evaluate the SOW in both SectionL and Section M. Evaluate the <strong>of</strong>ferors proposed CWBS, SOW, and CDRL(s) inassessing the <strong>of</strong>ferors understanding <strong>of</strong> both required goods/services, and workef<strong>for</strong>t required to accomplish them.4.2.2 Statement <strong>of</strong> Work. The SOW may be prepared by either the Government or the<strong>of</strong>feror. The SOW should only be used in a RFP in those cases where exact design or work ef<strong>for</strong>tis needed. An <strong>of</strong>feror submits a proposal based on their perception <strong>of</strong> the Government’s needs asdefined in the RFP, product per<strong>for</strong>mance requirements, SOW, and CDRL(s). MIL-HDBK-245provides detailed <strong>guidance</strong> in the preparation <strong>of</strong> SOWs.4.2.2.1 Purpose <strong>of</strong> the SOW. The SOW serves as the standard <strong>for</strong> determining if thecontractor meets the stated per<strong>for</strong>mance requirements. The SOW should specify in clear,understandable terms the work to be per<strong>for</strong>med in developing or producing the goods to bedelivered or services to be per<strong>for</strong>med by a contractor. Precisely stated requirements will assistthe <strong>of</strong>feror and the Government in negotiating a fair price <strong>for</strong> the deliverables and/or services tobe provided. Ensure the SOW does not include requirements already stated in a specification orthat belong in a DID. Preparation <strong>of</strong> an effective SOW requires both an understanding <strong>of</strong> the6
