MIL-HDBK-29612-1A5.1.7.1 Overview <strong>of</strong> the training conduct support document development. Prior to theconduct <strong>of</strong> in-service <strong>for</strong>mal training, a written outline should be developed which providesspecific definition and direction <strong>for</strong> the instructor and trainee. (For contractor conductedtraining, it may not be necessary <strong>for</strong> Government procurement <strong>of</strong> training conduct supportdocumentation.) The following is a list <strong>of</strong> ef<strong>for</strong>ts that may be per<strong>for</strong>med in accomplishing thetraining conduct support document development. This list is provided as in<strong>for</strong>mation to the<strong>acquisition</strong> manager and is not all inclusive. Ef<strong>for</strong>ts include:a. Develop course administrative in<strong>for</strong>mation.b. Develop course introduction in<strong>for</strong>mation.c. Develop instructional materials sequenced to ensure maximum transfer <strong>of</strong> knowledge.d. Develop instructional materials which enhance the trainee’s mastery <strong>of</strong> those knowledgeand skills <strong>for</strong> a given subject.e. Develop instructional materials structured to be utilized as a self-paced instructionalsystem which will allow <strong>for</strong> the trainee to develop skills without the oversight orassistance <strong>of</strong> an instructor.f. Develop instructional visual aids to be used by the instructor in the conduct <strong>of</strong> the course.g. Develop training materials change data.5.1.7.2 Sample RFP language <strong>for</strong> the training conduct support document development. Thefollowing are provided as examples <strong>of</strong> language <strong>for</strong> “Section L - Instructions, Conditions, andNotices to Offerors” <strong>of</strong> an RFP. As each training requirement is unique, language must bewritten <strong>for</strong> each RFP that reflects the specific training need.a. Sample #1 is provided as an example <strong>for</strong> a lesson plan requirement RFP, as follows:“The <strong>of</strong>feror shall provide a summary <strong>of</strong> previous experience in development <strong>of</strong> lessonplans and instructional visual aids. The <strong>of</strong>feror shall also define the management andtechnical processes to be used in the development <strong>of</strong> lesson plans and instructional visualaids. The statement <strong>for</strong> management processes shall include but not be limited to QualityAssurance (QA), metrics, scheduling, tests, and risk management. The technicalprocesses shall include but not be limited to the following:1. Method(s) <strong>for</strong> developing a lesson plan.2. Method(s) <strong>for</strong> identifying course administrative in<strong>for</strong>mation.3. Methodology to be used <strong>for</strong> sequencing instruction to ensure maximum transfer <strong>of</strong>knowledge.4. Methodology to be used <strong>for</strong> the development <strong>of</strong> instructional visual aids.5. Procedures <strong>for</strong> developing document front matter.6. Procedures <strong>for</strong> developing training material change data.”42
