The data users are the functional organizations that will requireaccess to the program data. These organizational areas can include management, developmental,and implementation activities. In addition to their functional responsibilities, these organizationsare defined by their location and the specific disciplines involved. The data user in<strong>for</strong>mationprovides <strong>of</strong>ferors with an understanding <strong>of</strong> the separation <strong>of</strong> work functions and the scope <strong>of</strong>geographic locations <strong>for</strong> data transmission requirements or other modes <strong>of</strong> data delivery oraccess.C.5.4 Identify data use/processing. The data use requirements are the ways in which theuser can process the chosen data types. They are valuable in minimizing infrastructureinvestment while providing needed capability. For example, a user with a view-only requirementmay be able to satisfy a need to view two-dimensional data using a typical desktop computersuite. A user with an update/maintain requirement may require an enhanced computer systemand s<strong>of</strong>tware to edit files. The <strong>acquisition</strong> manager will need to match the digital datadeliverables to the existing or planned suite <strong>of</strong> equipment that makes up the users' infrastructure.The <strong>acquisition</strong> manager will need to identify the use <strong>of</strong> the data types by the supportorganizations chosen <strong>for</strong> the program. To complete this step in the GCO process, the <strong>acquisition</strong>manager needs to identify the deliverables required by the organizations using the data. Anadded benefit <strong>of</strong> this task is that as each organization determines its use <strong>of</strong> the data, deliverablesare <strong>of</strong>ten identified that are no longer needed and can there<strong>for</strong>e be dropped from the CDRL,resulting in a cost savings <strong>for</strong> the program. The five defined methods <strong>of</strong> data processing typical<strong>of</strong> most training systems are described below:a. View only - the ability to examine a data file without the ability to change it. This mayinclude viewing selected portions <strong>of</strong> one or several documents as well as side-by-sidecomparisons <strong>of</strong> documents.74
