This appendix provides <strong>guidance</strong> <strong>for</strong> the determination <strong>of</strong> CITIS requirements<strong>for</strong> a training program <strong>acquisition</strong>. It also provides <strong>guidance</strong> <strong>for</strong> the development <strong>of</strong> CITISrequirements to be in included in a Request For In<strong>for</strong>mation/Request For Proposal (RFI/RFP).D.2 APPLICABLE DOCUMENTSThis section is not applicable to this appendix.D.3 DEFINITIONSThe definitions in MIL-HDBK-29612-4 apply to this appendix.D.4 INTRODUCTION TO CITISD.4.1 Introduction to CITIS. The CITIS, as its name implies, is a service not a product.CITIS, in whatever <strong>for</strong>m it takes, plays an important part in the implementation <strong>of</strong> the overallIDE because it furnishes a single entry point <strong>for</strong> authorized Government access to contractorgeneratedCDRL data. The term “CITIS” refers to any contractor-developed and maintainedservice to provide electronic access and/or delivery <strong>of</strong> Government-procured contractuallyrequired in<strong>for</strong>mation. CITIS, in whatever <strong>for</strong>m it takes, plays an important part in theimplementation <strong>of</strong> the overall IDE because it furnishes a single entry point <strong>for</strong> authorizedGovernment access to contractor-generated CDRL data. According to DoD 5000.2-R, paragraph3.3.4.5: “Beginning in FY97, all new contracts shall require on-line access to, or delivery <strong>of</strong>,their programmatic and technical data in digital <strong>for</strong>m, unless analysis shows that life-cycle timeor life-cycle costs would be increased by doing so. Preference shall be given to on-line access tocontractor developed data through contractor in<strong>for</strong>mation services rather than data delivery.”Program managers should give preference to use <strong>of</strong> CITIS <strong>for</strong> per<strong>for</strong>ming the functions <strong>of</strong>updating, storing, controlling, reproducing, and distributing data items.D.4.1.1 Benefits <strong>of</strong> CITIS. CITIS exemplifies the Standard Digital Data (SDD) philosophy<strong>of</strong> creating data once and using it many times. It also facilitates the SDD concept <strong>of</strong> "shareddata", and it standardizes functional characteristics <strong>of</strong> the data to facilitate its usage by a widevariety <strong>of</strong> different users.
