This includes the system capability to support configuration identification,configuration status accounting, and configuration control. Configuration identificationfunctionality includes the ability to identify configuration items, capture the data elementsnecessary to establish configuration baseline and the capability to define system interfacesboth functional and physical. The IDE will support configuration status accountingincluding change status reporting, audit status reporting, request <strong>for</strong> waiver/request <strong>for</strong>deviation status, and provide <strong>for</strong> traceability <strong>of</strong> changes to the original baseline. The IDEwill also enable the accomplishment <strong>of</strong> appropriate configuration control proceduresincluding those required to support the Engineering Change Proposals (ECPs) and Notices<strong>of</strong> Revision as well as preparation <strong>of</strong> specification change notices.c. Video teleconferencing: The IDE will include the capability to allow <strong>for</strong> multi-sitepersonal computer teleconferencing among contractor sites, XYZ training program <strong>of</strong>fice,and other program participants. This capability will incorporate remotely displayeddata/data products from the IDE to support video teleconferencing.4.3 Delivery criteria. Data provided by contractors via the technical interface will beconsidered delivered when the requiring <strong>of</strong>fice receives notification that the data are available <strong>for</strong>Government access. MIL-STD-974 provides additional <strong>guidance</strong>: “Data items are deemed to bedelivered either when they are electronically transmitted to the government or when they are madeavailable <strong>for</strong> Government access, and the contractor has given notice <strong>of</strong> delivery to the Government(delivery in-place)”. Physical media (e.g., magnetic tape) will be used only <strong>for</strong> large volumes <strong>of</strong> datathat would otherwise degrade internal network per<strong>for</strong>mance or in the case <strong>of</strong> network and/orcommunications failure.4.3.1 Change history. The concept <strong>of</strong> baseline management must be adapted <strong>for</strong> use in the IDE.Baseline documents will have to evolve to a concept <strong>of</strong> baseline files. Audit trails shall be possiblesuch that the traceability history is retained, from initial availability throughout the remainder <strong>of</strong> thecontract life. Audit trails shall allow traceability from the current file baseline back to the originalreleased version. At each stage <strong>of</strong> an audit, the applicable version and the change authority whichcreated that version shall be identified.4.4 Government access. On-line access to contract data will be available to the governmentfrom existing personal computers via methods such as modems and network connections usingWindows user interfaces. The XYZ training program IDE project will build on the existingcommunications with its contractors and other Government organizations to integrate access to datathrough one common entry point and a common user interface <strong>for</strong> handling all data.4.5 Data classification. The XYZ training program IDE will be required to handle data up toand including confidential.87
