MIL-HDBK-29612-1AThrough planning, the <strong>acquisition</strong> meets the needs <strong>of</strong> the organization <strong>for</strong> a reasonable cost, andis completed on time.4.4.4.2 Acquisition plan requirements. The <strong>acquisition</strong> plan addresses all technical,business, management, and other significant considerations needed to control the <strong>acquisition</strong> andattain <strong>acquisition</strong> goals. Specific plan contents vary depending on the type <strong>of</strong> <strong>acquisition</strong>.4.4.4.2.1 Background in<strong>for</strong>mation and objectives. Have the necessary backgroundin<strong>for</strong>mation and facts available to develop a plan. Clearly define the <strong>acquisition</strong> purpose orobjective. Clear objectives and good background in<strong>for</strong>mation are critical to development <strong>of</strong> asuccessful <strong>acquisition</strong> plan. The following background in<strong>for</strong>mation supports <strong>acquisition</strong>planning:a. Summarize the technical and contractual history <strong>of</strong> the <strong>acquisition</strong> that describes<strong>acquisition</strong> alternatives and related in-house ef<strong>for</strong>ts.b. Describe significant conditions including requirements <strong>for</strong> compatibility with existingtraining or other training programs/systems/materials.c. Describe the <strong>acquisition</strong> cost goals and provide rationale <strong>for</strong> those goals. Address lifecycle cost considerations.d. Address the training capabilities and per<strong>for</strong>mance requirements. Explain how the statedtraining requirements relate to the stated training need.e. Describe the basis <strong>for</strong> the delivery and per<strong>for</strong>mance schedule. If an urgent requirementprevents full and open competition, describe the reasons.f. Describe the results <strong>of</strong> trade-<strong>of</strong>fs between capabilities and per<strong>for</strong>mance requirements, costfactors, and schedule goals. Identify the best balance between these factors and describehow you arrived at this balance.g. Discuss technical, cost and schedule risks associated with the <strong>acquisition</strong>. Describeactions planned or taken to reduce these risks <strong>for</strong> the Government and the contractor.h. Describe plans and procedures <strong>for</strong> stimulating and encouraging industry participation inrecommending appropriate application and tailoring <strong>of</strong> contract requirements. DoDDirective 5000.2R and MIL-HDBK-248 give additional in<strong>for</strong>mation and procedures <strong>for</strong><strong>acquisition</strong> streamlining.4.4.4.2.2 Plan <strong>of</strong> action. This section <strong>of</strong> the <strong>acquisition</strong> plan is essentially a businessstrategy. It describes how to proceed through the <strong>acquisition</strong> process to achieve <strong>acquisition</strong>objectives. The plan <strong>of</strong> action should include the following:a. A description <strong>of</strong> potential <strong>acquisition</strong> sources, including possible small business, smalldisadvantaged business, and labor surplus area concerns. When appropriate, describe theresults <strong>of</strong> market research.b. Other areas as necessary based on specific program requirements to include:14
