MIL-HDBK-29612-1Ac. Optical media is used here as a generic term to include Compact Disk-Read OnlyMemory (CD-ROM), Write-Once-Read-Many (WORM), and rewriteable disk. Thesemedia are not yet as widely implemented as magnetic disk, but the percentage <strong>of</strong> personalcomputers with CD-ROM drives is increasing rapidly. Optical media are ideal <strong>for</strong> massdistribution and archival purposes <strong>for</strong> large volumes <strong>of</strong> data.C.5.9.2 On-line access/delivery. The contract may provide <strong>for</strong> on-line access through theuse <strong>of</strong> CITIS services or other similar in<strong>for</strong>mation management services. According to DoD5000.2-R: “Beginning in FY97, all new contracts shall require on-line access to, or delivery <strong>of</strong>,their programmatic and technical data in digital <strong>for</strong>m, unless analysis shows that life-cycle timeor life-cycle costs would be increased by doing so. Preference shall be given to on-line access tocontractor developed data through contractor in<strong>for</strong>mation services rather than data delivery.” If afull CITIS is used, MIL-STD-974 provides in<strong>for</strong>mation concerning core and tailorable CITISfunctions that the SOW/SOO must specify and the contract must list as contract line items.Telecommunication networks also provide an excellent opportunity to establish commonpractices <strong>for</strong> the exchange <strong>of</strong> data. The <strong>acquisition</strong> manager must consider taking advantage <strong>of</strong>this opportunity <strong>for</strong> program administration process improvements. Acquisition managers canachieve on-line delivery via two methods:a. Delivery <strong>of</strong> CDRL items from a contractor to a Government repository viatelecommunications download, orb. On-line access, which allows the <strong>acquisition</strong> program to store and maintain data items ata contractor’s site <strong>for</strong> retrieval and display via telecommunications using a Governmentterminal, personal computer, or workstation.C.5.10 Sample GCO. Actual content, <strong>for</strong>mat, and depth <strong>of</strong> coverage will be dependent onthe scope and nature <strong>of</strong> the training program <strong>acquisition</strong>. Figure 5 provides a sample GCO <strong>for</strong>standard digital data <strong>for</strong> training.
