The decision to convert any existing training data will be based on factorssuch as current life-cycle stage, volume <strong>of</strong> data, economic feasibility <strong>of</strong> conversion, data usage, andfrequency <strong>of</strong> change. In general, if the data item is frequently viewed then it should be converted to atleast raster or neutral <strong>for</strong>mat (e.g., PDF). If the item will be further processed (commented on,extracted), it should be converted to a neutral <strong>for</strong>mat as a minimum. Updates will probably requireconversion to a processable <strong>for</strong>mat compatible with the <strong>for</strong>mats used <strong>for</strong> the current program, althoughthis decision will depend on the extent <strong>of</strong> updates required (e.g., if more than 25% <strong>of</strong> the documentwill be updated, it should be converted to processable <strong>for</strong>mat).3.7 Contractor <strong>for</strong>mat and media recommendations. The contractor should identify and describealternative <strong>for</strong>mats and delivery media options <strong>of</strong>fering increased utility and cost effectiveness. These<strong>for</strong>mats must be compatible with the XYZ infrastructure and user capabilities (see Table 3-1). Whendetermining the suitability <strong>of</strong> a particular <strong>for</strong>mat or media option, the contractor will consider the lifeexpectancy and purpose <strong>of</strong> each deliverable. Electronic access/delivery <strong>of</strong> deliverables is requiredexcept <strong>for</strong> data items that could overburden the network. These very large data items should bedelivered via magnetic tape or other physical means until such time as network capabilities andper<strong>for</strong>mance will permit reasonable on-line access/delivery. Relatively short-lived data such asagenda, minutes, planning schedules, spreadsheets, plans, and progress reports will be developed inMACS products common to all users <strong>of</strong> the XYZ data. Contractors will review the tools used by theGovernment to ensure data are created in compatible <strong>for</strong>mats that can be accessed using existingapplication s<strong>of</strong>tware when required. The in<strong>for</strong>mation that contractors include in their approach toSDD and/or implementation plan will help determine the method utilized to exchange these databetween the Government and the contractor. Specific MACS products have not been finalized, butwill include widely-used word processing, spreadsheet, database, project management, and graphicsprograms. The in<strong>for</strong>mation provided in Table 3-1 identifies the hardware, s<strong>of</strong>tware, and networks usedby XYZ program’s supporting activities. The infrastructure elements most commonly used by thisprogram’s activities are shown below. The numbers in parentheses ( ) indicate the percent <strong>of</strong> activitiesusing that item.4.0 IDE REQUIREMENTS. XYZ will establish an IDE functionality that supports the interchange <strong>of</strong>management and product data between XYZ and its prime contractors and between XYZ and otherGovernment organizations.4.1 CITIS functionality. The XYZ program is not implementing a CITIS as defined in MIL-STD-974, Contractor Integrated Technical In<strong>for</strong>mation Service (CITIS). However, XYZ is requiringthat the CITIS meet some <strong>of</strong> the core functional requirements articulated in this military standard anddefined below.85
