MIL-HDBK-29612-1AAPPENDIX CGOVERNMENT CONCEPT OF OPERATIONSFOR DIGITAL TRAINING DATAC.1 SCOPEC.1.1 Scope. This appendix provides <strong>guidance</strong> <strong>for</strong> the development <strong>of</strong> a GovernmentConcept <strong>of</strong> Operations (GCO) <strong>for</strong> the interchange <strong>of</strong> digital training data through an IntegratedData Environment (IDE). The GCO describes how digital data or in<strong>for</strong>mation is managed in anorganization. The GCO identifies users capabilities and limitations, operating systems, s<strong>of</strong>tware,protocols, infrastructure, interchange standards, <strong>for</strong>mats, media type, etc. The objective is anIDE that will enable continuous process improvement through the use, re-use, and automatedinterchange <strong>of</strong> digital training data. The GCO is a Government document that is prepared duringthe <strong>acquisition</strong> planning and requirements determination activity <strong>for</strong> each procurement. It is usedto provide in<strong>for</strong>mation to potential <strong>of</strong>ferors about the Government's infrastructure and IDEimplementation strategy <strong>for</strong> training programs. To provide potential bidders with anunderstanding <strong>of</strong> specific user needs <strong>for</strong> training in<strong>for</strong>mation throughout all Instructional SystemsDevelopment/Systems Approach to Training (ISD/SAT) phases, a SDD GCO should bedeveloped and included in Section L <strong>of</strong> the Request For Proposal (RFP).C.2 APPLICABLE DOCUMENTSThis section is not applicable to this appendix.C.3 DEFINITIONSThe definitions in MIL-HDBK-29612-4 apply to this appendix.C.4 GCO AND CONTRACTINGC.4.1 Contract objectives. The RFP and ensuing contract should state that an objective <strong>of</strong>the <strong>acquisition</strong> is to require the contractor to generate digital training data in an integratedin<strong>for</strong>mation system and a shared data environment to the maximum extent practicable. Theobjective is to create each data element once and use it repeatedly in subsequent processeswithout manual reentry work and unnecessary labor costs.C.4.2 Contracting steps. The GCO generated utilizing this guide will provide potential<strong>of</strong>ferors an understanding <strong>of</strong> specific Government user needs <strong>for</strong> technical in<strong>for</strong>mationthroughout all ISD/SAT phases <strong>of</strong> a training program. The relationship <strong>of</strong> the GCO to thevarious contracting steps is shown in Figure 3.70
