In instances where only training materials change data is required, suggest deletion <strong>of</strong> allverification criteria except as noted in paragraph 4.3.7.1h.5.1.8 Training evaluation document. The training evaluation document specifies thepersonnel, resources, organization, functions, procedures, and requirements <strong>for</strong> evaluatingtraining and training equipment. It also includes requirements <strong>for</strong> data resulting from a trainingevaluation.5.1.8.1 Overview <strong>of</strong> the training evaluation. Training evaluations may identify deficienciesduring the development <strong>of</strong> training (<strong>for</strong>mative evaluations), or during the follow-on conduct <strong>of</strong>training (summative evaluations). Training evaluation results can be used to define requirements<strong>for</strong> changes in training and training management. The following is a list <strong>of</strong> ef<strong>for</strong>ts that may beper<strong>for</strong>med in accomplishing the training evaluation. This list is provided as in<strong>for</strong>mation to the<strong>acquisition</strong> manager and is not all inclusive. Ef<strong>for</strong>ts include:a. Determine the target training element to be evaluated.b. Develop an evaluation plan.c. Provide resources to support the evaluation.d. Conduct the evaluation.e. Analyze the results <strong>of</strong> the evaluation.5.1.8.2 Sample RFP language <strong>for</strong> training evaluation. The following are provided asexamples <strong>of</strong> language <strong>for</strong> “Section L - Instructions, Conditions, and Notices to Offerors” <strong>of</strong> anRFP. As each training requirement is unique, language must be written <strong>for</strong> each RFP thatreflects the specific training need.a. Sample #1 provides an RFP statement example <strong>for</strong> development <strong>of</strong> a training evaluationplan, as follows:“The <strong>of</strong>feror shall provide a summary <strong>of</strong> previous experience in conducting trainingevaluations. The <strong>of</strong>feror shall also define the management and technical processes to beused <strong>for</strong> the evaluation <strong>of</strong> training. The statement <strong>for</strong> management processes shallinclude but not be limited to Quality Assurance (QA), metrics, scheduling, tests, and riskmanagement. The statement <strong>for</strong> technical processes shall include but not be limited tothe determination <strong>of</strong> the evaluation scope, type, and method <strong>for</strong> the specified trainingelement.1. Method(s) <strong>for</strong> developing the evaluation plan data.2. Method(s) <strong>for</strong> determining resources required to support the evaluation.”44
