Wednesday, December 22: The Japanese military command inaugurated aself-government committee comprised of Chinese nationals on this day to reconstruct theadministrative organization for the city. Tao Xishan, the head of the Red SwastikaSociety, assumed its chairmanship. Almost all the municipal government officials aswell as police officers had fled the city while the city had witnessed the extensivedestruction of broadcasting, telephone, and telegram stations as well as a substantial partof the social infrastructure.
