Glossary of termsEducation, Health and Care Plan(EHC Plan)The EHC Plan is for children and young peoplewho have special educational needs and/or adisability and where an assessment of education,health and social care needs has been agreedby a multi-agency group of professionals. It isavailable from birth <strong>to</strong> age 25.First area of responsibilityIn some cases, where a <strong>school</strong> forms part of aConsortium Area of Prime Responsibility, the<strong>school</strong> concerned may also have a First Area ofResponsibility for certain outlying or more ruralareas. Children living in these first areas will begiven priority over children living elsewhere withinthe Consortium Area of Prime Responsibility.Foundation trustFoundation trust <strong>school</strong>s are state-fundedfoundation <strong>school</strong>s which receive extra support(usually non-monetary) from a charitable trustmade up of partners working <strong>to</strong>gether for thebenefit of the <strong>school</strong>. Achieving trust status is oneway in which maintained <strong>school</strong>s can formalisetheir relationship with their partners.GazetteerThe Routes <strong>to</strong> School Gazetteer that is used bythe Department for Children, Adults & Health indetermining transport entitlement comprises:surfaced <strong>to</strong> base course level and lit. Whereverpossible the roads and footpaths on newdevelopments, satisfying the ‘Certificate 1’ criteriaare included so as not <strong>to</strong> disadvantage individualsmoving on<strong>to</strong> new developments.d) Only gates/entrances <strong>to</strong> <strong>school</strong>s recognised bythe Gazetteer will be used <strong>to</strong> determine routes<strong>to</strong> <strong>school</strong>.The following routes are not included:❚ Isolated/remote Public Rights of Way –although a highway, the surface is private andunpredictable; they are generally not lit.❚ Route(s) through private land.The Gazetteer can be viewed at the councils’One S<strong>to</strong>p Shops located in Kingswood, Yate andThornbury. See also ‘Nearest available walkingroute’.Home addressThe home address is considered <strong>to</strong> be wherethe child lives most of the time with his or herparent(s) or carer(s). Where the child spends timewith each parent/carer equally at two differentaddresses <strong>South</strong> Gloucestershire Council will askfor proof of the arrangements and will determinethe appropriate address <strong>to</strong> be used in allocating a<strong>school</strong> place.a) Routes that are Public Highway maintained by<strong>South</strong> Gloucestershire Council as the HighwayAuthority.b) Man-made surfaced roads, tracks and pathson <strong>South</strong> Gloucestershire Council owned land.Local siblingsA local sibling is not the same as a sibling. In<strong>South</strong> Gloucestershire children are defined aslocal siblings if:❚ they live within the Area of Prime Responsibility;c) Potentially adopted highways that are coveredby adoption agreements with developers.Although these lengths of highway are notmaintained by <strong>South</strong> Gloucestershire Council, butby the developer, the land on which the adoptableroads and footpaths have been constructed isdedicated as public highway. This dedicationoccurs on the issuing of ‘Certificate 1’ underthe terms of the adoption agreement, prior <strong>to</strong>first occupation. To meet the requirements ofCertificate 1 the roads and footpaths must be❚ or, where there is no Area of PrimeResponsibility, local siblings will be deemed <strong>to</strong>be those living up <strong>to</strong> a maximum of two milesfrom <strong>school</strong>;❚ or, where the distance is over two miles but the<strong>school</strong> is still the nearest <strong>school</strong>;❚ they are full or half brother or sister; or❚ they are adoptive brother or sister; or94Apply on-line at: www.southglos.gov.uk/admissions
