10.4. <strong>The</strong> following guidelines aim to help all those involved in the regeneration process tomeet this challenge:1. Statutorily listed buildings should be retained, restored and reused in recognition of theirhistoric, architectural and townscape qualities.2. Locally listed buildings are a major contributor to the character of the area and some areimportant landmarks. Locally listed buildings should be retained where possible. <strong>The</strong>reshould be a presumption against demolition, but the significance of the building must bebalanced against the need to create a well-planned and sustainable neighbourhood.3. <strong>The</strong> <strong>Padiham</strong> Conservation Area with its pre industrial character is an asset to the townand its historic and architectural quality should be protected and enhanced. Empty orunder-utilised buildings within the Conservation Area should be restored and reused.Further study should also be undertaken in order to consider an extension to theConservation Area.4. Unlisted historic buildings also have an important role in the heritage and townscapequality of the area.5. Clearance in areas of archaeological significance may give an opportunity to carry outground investigations prior to redevelopment. All redevelopment proposals in potentiallysignificant areas require discussion with Lancashire County Archaeology as early aspossible.6. New build must respect the form, materials and character of the area and retain andreuse traditional street patterns with traditional cobbled stone surfaces where possible.7. If clearance takes place the following options must be considered:• Retaining building facades where structurally sound and feasible• Reusing stone, slate and other materials, including ornate stone door and windowsurrounds• Incorporating historic features and name and date stones into new buildings on site.heritage appraisal 101
