It is important to develop integrated planningapproaches which protect the natural, historical and cultural structures of cities. A rapidspatial differentiation has been observed, especially in big cities in Turkey, after the 2000’smigration from the rural to the city, together with a rapid increase in urban population and awide-spread inclination to settle in urban land without sufficient planning or infrastructures. The purpose of the paper is to analyze; changes in housing market in Istanbul, evaluate thesocial, cultural, economical situation and the planning processes of historical and newneighborhood housing area. In the research, the chosen historical neighborhood, Arnavutkoy, which is in the Besiktas district on the European side, became an important sub-centerfollowing the development of settlements on the Bosporus. New neighborhood housing areasin Pendik, Kurtkoy on the Asian side develops around the city and becomes more denselypopulated because of migration from rural areas of the city. The study provides an insight into the housing market and characteristics of old and newneighborhoods in Istanbul, the results and proposals of which, will be presented.37º <strong>IAHS</strong> <strong>World</strong> <strong>Congress</strong> On Housing Science 169

A design and decision making tool/frame-work is then put-forward to enablethe involved actors (designers, developers and authorities included) to recognize and comparethe merits and drawbacks of possible “scenarios” of action, in low cost housingdevelopments. The discourse comprises five closely related segments, in the following sequence:- On the challenge of low cost housing; an introduction.- Related thoughts, conceptions and approaches - a critical review.- A design and decision making tool in low cost housing development.- Application and evaluation of the proposed tool.- In praise of incremental low cost housing development - Epilogue.37º <strong>IAHS</strong> <strong>World</strong> <strong>Congress</strong> On Housing Science 170
