Moreover, there arerecurrent changes in respect of housing market, residents’ wishes, government’s economic &political policies, all of which are factors that create a mixed bag of uncertainties andambiguities. Hence, it is difficult to predetermine the intentions, strategies, and possiblereactions of the players, in addition to determining whom, when, and where decisions are tobe made and what will inform such decisions. On the premise of the preceding, this researchadopts the Learning (study) approach to develop strategies for urban renewal & upgradingbased on knowledge of the implications of changes that urban renewal projects are bound togenerate. However, this was limited to appraising the reactions from dwellers to changes thata renewal project will bring to their communities. The intention is to give insights to certainuncertainties and ambiguities that can be associated with the renewal & upgrading of Ota, anurban centre characterized by inadequate town planning & poor development control,environmental pollution (mainly due to poor waste management, improper refuse handling &disposal), paucity of decent housing, etc. Physical examination of the houses confirms theneed for renewal and upgrading of Ota. Factors that could define the renewal project werepresented through questionnaires to dwellers for feelers with respect to implications of thefactors. The results indicate that about 60% of respondents will support the project, 10 to 20%of respondents are indecisive and at least 20% will not be in support.37º <strong>IAHS</strong> <strong>World</strong> <strong>Congress</strong> On Housing Science 249
