<strong>SEEU</strong> <strong>Review</strong> Volume 6, No. 2, 2010rules for the overall management and organization of a politically neutraland impartial Civil Service, the rules on the admission to the Civil Service,working conditions, the rights and obligations of staff, personal conduct,career progression and professional development of Civil Servants (Art.1(1). Provisions of this law refer to various matters related to essentialprinciples on exercising duties of civil servants: civil service administration;admission, appointment and terms of employment, civil service jobclassification; civil servants’ working conditions; civil servants’ rights;principles and terms of civil servant’s professional conduct; disciplinarymeasures and dispute management; suspension, termination and the end ofemployment relationship with the civil service etc.With the purpose of establishing rules of conduct for civil employees inthe Kosovo Civil Service, and aiming to assist them in achieving requiredstandards, the Government of Kosovo promulgated the Civil Servant Codeof Conduct in 2006, which contains significant provisions related to civilianemployees and their conduct. The Code of Conduct for civilian employees isa of principles and norms, based on which the civilian employees performtheir duties. This Code aims to determine rules of conduct for the civilservant protect their status and regulate their rights and duties in relationwith the institutions and citizens in conformity with the legislation in force(Art.1). Code of Conduct for civilian employees foresees numerousprovisions, as well as several general principles on fulfillment of duties ofcivilian employees. Among such principles, foreseen with this code, is theprinciple of avoidance of conflict of interest and principle of transparency.These principles and rules of conduct for civilian employees enormouslyassist in the increase of effectiveness of civilian employees, increase of theirtransparency and accountability to citizens, hence reducing the possibility ofin<strong>vol</strong>vement of civilian employees in corruption.Law No. 02/L-28 On the Administrative Procedure, which wasadopted in 2005, contains significant provisions with the purpose ofregulating administrative proceedings and delivery of effective services ofpublic administration to all the citizens of Republic of Kosovo. This Law iscomprised of several general principles enabling the effective exercise ofpublic administration. The public administration bodies shall exercise theiractivity in a transparent manner and in close cooperation with concernednatural and legal persons. Effective implementation of provisions of this law,enormously impacts in avoidance of misuse and possibility of corruptiveactions in<strong>vol</strong>ving employees of public administration.75
