13.3.2 Mitigation measuresA soils and water quality sub-plan would be prepared as part <strong>of</strong> the proposal environmentalmanagement plan. It would include the following measures:• Sediment and erosion control devices would be installed within and/or around excavationsites to minimise transport <strong>of</strong> sediment to the stormwater system in accordance with‘Managing Urban Stormwater, Soils & Construction, Volume 1’ (Landcom 2004). Thesedevices would be inspected regularly and immediately after rainfall to ensureeffectiveness over the duration <strong>of</strong> works. Any damage to erosion and sediment controlswould be rectified immediately.• Excess water and concrete slurry resulting from pavement cutting/drilling would becaptured using a wet/dry vacuum, contained, removed <strong>of</strong>f site and disposed <strong>of</strong> at anappropriate facility.• Temporary stormwater control devices or erosion and sedimentation controls would beimplemented at stormwater drains to prevent sediment-laden run<strong>of</strong>f entering the localstormwater system.• Maintenance and checking <strong>of</strong> the erosion and sedimentation controls would beundertaken on a regular basis and records kept. Sediment would be cleared from behindbarriers/sand bags on a regular basis and all controls would be managed to ensure theywork effectively at all times.• Any material transported onto pavement surfaces would be swept and removed at theend <strong>of</strong> each working day when it is safe to do so.• Any pavement material or soils excavated that are to be used as backfill would beappropriately stored until required.• Disturbed areas would be restored at the completion <strong>of</strong> works.• Stockpiling activities would not be undertaken during rainfall events.• Where possible, stockpiles would be placed on level ground, away from kerbs anddrainage lines.• Spill kits would be maintained on site at all times.• Machinery would be checked daily to ensure that no oil, fuel or other liquids are leaking.• Refuelling <strong>of</strong> plant and equipment would not be undertaken within the proposal site.13.4 Contamination and hazardous materials13.4.1 Impact assessmentA search <strong>of</strong> the NSW EPA’s contaminated land record <strong>of</strong> notices database did not identify anyregistered sites within the proposal site. As the proposal would only disturb an area that waspreviously disturbed during construction <strong>of</strong> the road network and the <strong>Monorail</strong>, it is unlikely thatthe proposal would result in impacts to people or the environment as a result <strong>of</strong> soilcontamination.Asbestos is not expected to be present within any <strong>of</strong> the <strong>Monorail</strong> structures as they wereconstructed after 1980. Adjoining structures could potentially contain asbestos, and this wouldneed to be checked by the contractor prior to undertaking any removal works likely to impact onadjoining structures.
