This would be undertaken in discussion with the City of Sydney.The following activities are outside the scope of the proposal and are therefore not consideredby this REF. These activities would be subject to separate approval and assessment processes:• any reuse of the Monorail infrastructure, including stations, tracks and/or rolling stock• provision of any future public transport links between Darling Harbour and the CBD.It is noted that the methodology for the proposal described in the REF is indicative andconceptual at this stage, and does not preclude Transport for NSW from making furtherrefinements during development of the detailed methodology. This may occur due to the needto:• avoid ground conditions or services that present significant difficulties to the works interms of logistics, time and/or cost• reduce the timeframe for the proposal• avoid areas of environmental sensitivity identified following approval• take into account the input of stakeholders, particularly residents and businesses alongthe Monorail route• accommodate the proposed future use of stations or any other Monorail infrastructure• meet the conditions of any lease or commercial agreement with the Station owners• comply with the requirements of government agencies, in particular the City of Sydney,Roads and Maritime Services (RMS), Sydney Harbour Foreshore Authority (SHFA) andthe Heritage Branch of the Office of Environment and Heritage• improve the efficiency of the proposal without increasing potential impacts.1.2.2 Location of the proposalThe Monorail network extends for 3.6 kilometres, connecting the Sydney CBD with DarlingHarbour, the Sydney Convention and Exhibition Centre and Chinatown. A map of the Monorailnetwork is provided in Figure 1.1.1.2.3 Timing of the proposalThe Monorail will cease operations on 30 June 2013. Once operations cease, it would bedecommissioned. Removal activities would commence following decommissioning, and areexpected to be completed by mid-2014. The timing of removal activities has been designedaround the complex and busy traffic, transport and pedestrian environment of the CBD andDarling Harbour. Sufficient time has been incorporated into the program to ensure that workscan be staged to minimise disruptions to traffic and events in the CBD and Darling Harbour.1.2.4 The proponentThe Transport Projects Division of Transport for New South Wales (Transport for NSW) hasbeen tasked with the removal of the Monorail, the disposal of the Monorail once removed, andany make good requirements following removal.2 | GHD | Transport for NSW - Monorail Removal Project REF
1.3 Purpose of the REFFor an activity subject to Part 5 of the EP&A Act, section 111 of the Act imposes a duty on adetermining authority to ‘examine and take into account to the fullest extent possible all mattersaffecting or likely to affect the environment by reason of that activity’. Determining authoritiesmake a determination about whether a proposal can proceed, and on what basis.The purpose of this report is to summarise the results of the environmental impact assessmentfor the proposal and provide information about the proposal as an input to the determinationprocess. The determining authority will consider the findings of the REF as part of thedetermination process.In summary, the REF will assist the determining authority (Transport for NSW):1. Determine whether the proposal should be approved, taking into account to the fullestextent possible all matters affecting or likely to affect the environment (in accordance withsection 111 of the EP&A Act).2. Determine whether the proposal is likely to have a significant effect on the environment orsignificantly affect threatened species, populations or ecological communities or theirhabitats. If this is the case, an environmental impact statement and/or species impactstatement would need to be prepared and considered (in accordance with section 112 ofthe EP&A Act).3. Develop appropriate conditions (based on the mitigation measures recommended withinthe REF) to be attached to any approval granted.1.4 Structure of the REFThe structure of the REF is outlined below:Part A - Introduction and contextProvides background information for the REF, including:• Section 1 – an introduction to the REF.• Section 2 – a description of the location, site and study area.• Section 3 – an overview of the statutory requirements for the proposal, including therequirements of relevant environmental planning instruments and legislation.Part B – The proposalProvides information on the proposal, including:• Section 4 – the strategic context for the proposal, need, and the proposal developmentprocess.• Section 5 – a description of the proposal.• Section 6 – a summary of the community and stakeholder consultation process and thekey issues raised to date.Part C – Environmental impact assessmentProvides an assessment of the potential impacts of the proposal:• Section 7 -12 – summarises the assessment of the key potential environmental impacts,including traffic and transport, heritage, noise and vibration, visual amenity, socioeconomicsand land use, and sustainability and waste.GHD | Transport for NSW - Monorail Removal Project REF | 3
