(Bernett, 1977).The counselling is aimed at the identification and reconstruction ofthe cognitive patterns and the implications that these have on whatthe problems represent and on the strategies for improvement andsolution. Therefore, it is specifically intended as a process ofawareness and learning for re-organizing, removing or modifyingcognitive, emotional and affective obstacles that influence theplanning quality.The various types of intervention that have been gradually developedemphasize the role of support for handling those problems relative tothe professional world, dealing with them in counselling. In this sensethe Italian practices are more similar to the French ones. It must bepointed out, however, that the Italian model differs in the conceptionof professional skills on which more attention is placed for theiroperative repercussion.Aware of the fact that in Italy regulations and consolidatedexperience of Assessment do not exist as they do in France,interesting points for reflection can, however, be drawn from there.First of all there is the “three part management” of the service, thatforesees the involvement of the social parties and public institutionsfor employment in the definition of the strategies and addressing ofhe services, which in Italy translates into the Region and theProvince.Another aspect is the “inter-institutionalism” of the structuresintended as a constant relationship of continual exchange betweenthe various subjects, such as the services for employment, guidanceand professional training for adults..Final report 115
